Overview

The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

 

SPAs NATO Allied Command Transformation Group within JOID provides capability development, portfolio management, program management, quality management, cost estimation analysis, standardization, reporting, software solutions and information management, and capability management support. We also provide an improved capability requirements capture process, including the generation, documentation and tracing of user requirements, with appropriate technical scrutiny, over the entire lifecycle of the requirements from capability definition through capability realization and capability usage. 

 

We have a near-term need for a Microsoft 365 SharePoint & Power Platform Development/Administrator to onsite support out of Norfolk, VA.

Responsibilities

The candidate will support Capability Development (CAPDEV) organizations through hands-on administration, configuration, development, and sustainment of Microsoft SharePoint, Microsoft 365, and Power Platform solutions. Working directly with CAPDEV process owners, operational users, analysts, managers, and information stakeholders, the candidate will assess existing workflows, identify user requirements, and determine opportunities for digitization and automation. Responsibilities include administering and enhancing SharePoint sites, lists, libraries, content types, metadata, views, permissions, navigation, and information structures to improve collaboration, information discoverability, controlled access, structured data capture, and management of authoritative information. Design, develop, test, deploy, and maintain Power Apps applications and Power Automate workflows that reduce reliance on manual forms, spreadsheets, email coordination, and other fragmented business processes. Develop integrated solutions using SharePoint, Microsoft Lists, Power Apps, Power Automate, Dataverse where available, and other approved Microsoft services and connectors. Responsibilities will include configuring forms, business rules, validations, workflow states, role-based access, approvals, notifications, routing, task coordination, and other application logic. Integrate Microsoft 365 and Power Platform solutions with approved enterprise applications and data sources using connectors, APIs, data gateways, structured file exchanges, and other authorized mechanisms, including within secure, classified, restricted, or capability-limited NATO environments. Apply appropriate SharePoint and Power Platform administration, development, security, testing, configuration control, documentation, and lifecycle-management practices. Troubleshoot technical issues, conduct user testing, implement improvements based on operational feedback, and develop user guidance, administrator documentation, and transition materials to support long-term sustainment. Evaluate the effectiveness of digitized workflows, advise leadership on when solutions are appropriate for local Microsoft 365 or Power Platform implementation versus enterprise-level development, and support the transition of successful applications and workflows to enduring enterprise platforms, development teams, or designated sustainment organizations.

Qualifications

Required:

  • Bachelor’s degree in Computer Science, Information Systems, Software Engineering, Business Information Technology, Engineering, or a closely related field; or 5+ years of directly relevant professional experience in lieu of a degree; relevant experience must include at least two of the following: Microsoft SharePoint administration/development, Microsoft Power Apps development, Microsoft Power Automate development, or Microsoft 365 business-process digitization.
  • Demonstrated recent hands-on experience personally developing and deploying Microsoft 365 or Power Platform solutions from requirements identification through configuration, development, testing, deployment, and operational use; must demonstrate at least 1 year within the last 2 of substantial hands-on Microsoft 365, SharePoint, or Power Platform development and at least one personally developed solution used in an active business process within the last 18 months.
  • 2+ years within the last 5, including hands-on experience within the last 2 years, administering, configuring, developing, or sustaining Microsoft SharePoint environments; experience must include permissions/access controls, information architecture or metadata/content-type design, and additional SharePoint administration capabilities such as sites, lists, libraries, columns, views, navigation, document management, or governance.
  • 2+ years within the last 5, including hands-on development within the last 2 years, personally designing, building, testing, and deploying Power Apps supporting operational business processes; candidates must demonstrate at least two personally developed Power Apps applications, including at least one actively used within the last 2 years.
  • 2+ years within the last 5, including hands-on development within the last 2 years, designing, building, testing, and deploying Power Automate workflows; candidates must demonstrate at least two personally developed automated workflows, including experience with functionality such as approvals, conditional branching, iterative processing, data synchronization, document routing, scheduled execution, or comparable multi-step workflow logic.
  • Demonstrated hands-on experience within the last 2 years developing at least one operational solution that integrates SharePoint, Power Apps, and Power Automate within a single business process.
  • 2+ years within the last 5 working directly with users, process owners, managers, or information stakeholders to analyze existing processes, elicit requirements, and translate them into digital workflows or applications; candidates must demonstrate at least two examples of workflows or applications; candidates must demonstrate at least two examples involving the digitization of manual, spreadsheet-based, email-driven, document-centric, or otherwise fragmented processes.
  • Demonstrated hands-on experience integrating Microsoft 365 or Power Platform solutions with structured data or enterprise services, including technologies such as SharePoint, Microsoft Lists, Dataverse, Power Platform connectors, APIs, Microsoft Graph, SQL/relational databases, data gateways, or other enterprise data sources.
  • Demonstrated experience applying lifecycle-management, configuration, deployment, and sustainment practices to SharePoint or Power Platform solutions; experience should include areas such as environment separation, solution packaging, controlled deployment, version/configuration control, service-account management, dependency documentation, monitoring, or sustainment documentation.
  • 2 years within the last 5, including hands-on troubleshooting within the last 2 years, personally diagnosing and resolving SharePoint, Power Apps, Power Automate, or related Microsoft 365 technical, configuration, permissions, data, workflow, application, or integration issues.
  • Demonstrated experience documenting and transferring SharePoint, Power Apps, Power Automate, or integrated Microsoft 365 solutions for continued operation, administration, or maintenance by another developer, administrator, support team, platform owner, or operational organization.
  • Active NATO or National Secret clearance.
  • Valid NATO Nation passport with no travel restrictions to NATO nations.
  • Able to work fully onsite based on client needs.
