Position Description:

The Department of Justice (DOJ) utilizes CGI's Momentum as a core financial, budget, procurement, and asset management system supporting mission operations across DOJ components. The Momentum Subject Matter Expert (SME) will provide deep functional expertise to DOJ IT programs, ensuring effective operations, enhancements, upgrades, and cross system integrations.
The ideal candidate brings federal financial management experience, Momentum functional knowledge across modules (Financials, Budget, Acquisitions, Asset Management), and a strong ability to translate business requirements into system solutions aligned with DOJ standards, governance, and compliance requirements.
This position is located in our Washington, DC office; however, a hybrid working model is acceptable.

Your future duties and responsibilities:

Serve as DOJ's functional Subject Matter Expert for Momentum (Financials, Budget Execution, GL/AP/AR, Purchasing, Asset Management).
. Provide strategic guidance on Momentum system functionality, configuration, best practices, federal accounting standards, and financial operations.
. Lead or support requirements elicitation, including business user stories, features, functional specifications, and design documentation.
. Support DOJ financial modernization initiatives-validating requirements, defining to be processes, and ensuring alignment with UFMS/Momentum configuration and DOJ governance.
. Perform analysis of issues, research resolutions, propose remediation options, and develop/execute configuration updates.
. Facilitate configuration sessions, cross component stakeholder discussions, and working groups across DOJ customers.
. Coordinate DEV/TEST/PROD environment promotion activities, release planning, change management, and configuration packaging.
. Support testing cycles (SIT/UAT), defect triage, validation of enhancements, and documentation of results.
. Ensure Momentum configurations and workflows align to federal requirements (FAR/JAAR, Treasury guidelines, financial controls).
. Provide functional guidance to developers, testers, analysts, and integration teams for cross system interactions (UFMS, JEDI NG, procurement systems, asset management solutions).
. Deliver functional training, desk side assistance, and user support to DOJ components adopting new Momentum functionality.
. Support audit, compliance, risk mitigation, release documentation, and operational readiness processes.
. Prepare functional artifacts including SOPs, configuration documents, requirements traceability, and end user guides.
. Develop business process efficiencies and functional insights to improve DOJ's enterprise Momentum environment.

Required qualifications to be successful in this role:

US Citizenship required.
. Bachelor's degree in Business, Information Systems, Accounting, Finance, or related field.
. Minimum 5+ years hands on experience with Momentum Financials or related federal financial systems (UFMS experience preferred).
. Strong understanding of federal financial management processes (budget formulation/execution, GL, AP/AR, purchasing, asset management).
. Experience supporting functional requirements gathering, financial system configuration, federal compliance, and testing.
. Proven experience communicating with federal clients, facilitating workshops, leading user discussions, and translating needs into functional designs.
. Ability to obtain Public Trust; DOJ components may require higher clearance levels.
Desired qualifications/non essential skills required:
. Experience supporting Momentum modernization efforts, upgrades, or multi wave deployments.
. Experience with DOJ UFMS or Momentum enterprise integrations (financial, procurement, asset management).
. Strong experience working directly with federal program stakeholders, leadership, and cross functional teams.

The determination of this range includes various factors not limited to skill set, level, experience, relevant training, and licensure and certifications. To support the ability to reward for merit based performance, CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $79,600.00 $172,400.00.
