Minimum QualificationsMinimum Education and Experience:
Bachelor's degree in psychology, social work, rehabilitation counseling, nursing, IT or a related field (master's degree preferred); five years of increasingly responsible experience in the provision of mental health services to include three years of supervisory experience; or an equivalent combination of training and experience. At least five years of increasingly responsible supervisory experience in residential services for individuals with developmental disabilities preferred.
Required Knowledge, Skills, and Abilities:
Considerable knowledge of theories, principles and practices of community behavioral, prevention and ID programming; of principles and techniques of prevention, treatment and rehabilitation of persons with behavioral disorders; of relevant mental health laws; or IT technology used in these field. Ability to plan, organize and direct a comprehensive program of mental health services; to interpret and apply county, state and federal regulations, policies and guidelines related to the assigned program; to analyze and interpret program data; to communicate effectively orally and in writing; to operate a personal computer and related software and other standard office equipment; to develop and maintain effective working relationships with internal and external customers; to supervise staff. Working knowledge of Medicaid Waiver programs and regulations preferred; demonstrated ability to anticipate issues and quickly resolve them preferred.
Additional Requirements:
Current valid driver's license and good driving record required. Based on the Virginia DMV point system, records must not reflect a total of six or more demerit points within the twenty-four months preceding the anticipated hire date, or one major violation of six demerit points within the preceding thirty-six months. Out-of-state driving records must be obtained by applicant and presented at time of interview. Records must reflect at least three years of history and be dated within thirty days of interview date.Pre-employment drug testing, FBI criminal background check and education/degree verification required.This position is considered Safety Sensitive and is subject to random drug and alcohol testing. DutiesDuties include but are not limited to the following:
• Supervises, mentors, trains and evaluates the work of supervisory, professional, technical and other program staff; provides supervision for over 200 employees;
• Provides oversight and operational direction for a large in-home program, group homes, supported living programs and intermediate care facilities for individuals with intellectual and developmental disabilities;
• Ensures comprehensive care and supports are provided to individuals in the group homes;
• Leads planning, implementation and on-going evaluation of the quality and effectiveness of services;
• Interprets and monitors local, state and federal laws, rules and regulations that affect the operation of the Residential Program and determines impact of proposed legislative and regulatory changes;
• Participates in management staff meetings to assist in the planning, development and implementation of agency services, policies, procedures and program objectives;
• Manages schedule to ensure 24/7 coverage;
• Manages and monitors the budget;
• Ensures regulatory compliance with the Virginia Department of Behavioral Health and Developmental Services, Virginia Department of Health, Department of Medical Assistance Services, Medicaid Waiver, Commission on Accreditation of Rehabilitation Facilities, Chesterfield County, and other regulatory agencies; and
• Performs other work as required.
