Salary Range: $114,000.00 to $143,000.00

The RoleIdentifies hazardous workplace conditions and takes preliminary samples and measurements of hazardous forces and toxic substances, removes hazards and/or protects employees by guarding, revising work procedures, and training or requiring use of protective clothing and personal protective equipment. Takes effective steps to ensure that workplace conditions comply with applicable federal and state occupational safety and health standard provisions of any labor agreement, ensuring that all required records are prepared and maintained. Participates in Occupational Safety and Health Administration (OSHA) inspections and in any procedures that may follow a citation. Investigates, prepares, and forwards as required reports on injuries and fatalities. Conducts safe work procedures training courses.
Leads and manages the Fire Safety Emergency Planning team within Newport News Shipbuilding's enterprise-wide Fire Safety organization, providing personnel leadership, technical direction, work prioritization, and oversight of emergency preparedness programs. Ensures personnel effectively execute assigned responsibilities and that emergency planning programs meet established regulatory, contractual, and organizational requirements. Maintains ownership and oversight of applicable emergency planning procedures, plans, standards, and implementing documents.
Provides oversight of NNS emergency preparedness activities, including major fire and full-scale exercises supporting implementation of the NAVSEA 8010 Manual, shipboard fire drills, building evacuation drills, and other emergency preparedness exercises. Oversees development and review of exercise packages, evaluation and auditing of exercise performance, documentation of results, and identification and closure of lessons learned and corrective actions. Maintains oversight of NNS emergency response capabilities associated with major facility and shipboard fires, including readiness, training, qualifications, procedures, and organizational interfaces.
Establishes and monitors measures of emergency preparedness and organizational readiness, ensuring effective capture, trending, reporting, and communication of drill and exercise performance, deficiencies, lessons learned, and corrective actions. Coordinates with internal stakeholders, Navy and program representatives, and external response organizations, including the City of Newport News Fire Department and other Hampton Roads emergency response partners. Supports actual emergency events and post-event evaluations as required to drive continuous improvement of NNS emergency preparedness and response capabilities.
Must HaveBachelor's Degree and 6 years of applicable, progressive professional and/or supervisory work experience; Master's Degree and 4 years of relevant experience
One of the following may be used as equivalent to Bachelor's Degree to meet minimum qualifications:
- NNS Apprentice School graduate
- Navy Nuclear Power School (NNPS) graduate
- Associate's Degree or other formal 2 year program and 2 years of relevant exempt experience or 4 years of relevant non-exempt experience
- Military Paygrade E-5 or above military experience
- High School/GED and 4 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant exempt experience
- High School/GED and 8 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant non-exempt experience
Nice to Have- Experience leading or managing personnel responsible for emergency management, emergency preparedness, fire safety, or emergency response programs.
- Experience developing, coordinating, conducting, or evaluating complex drills, functional exercises, and full-scale exercises.
- Knowledge of NIMS and ICS, with ICS-300/400 or comparable advanced incident management training preferred.
- Familiarity with HSEEP or equivalent exercise design, evaluation, after-action, and corrective-action methodologies.
- Experience developing or maintaining emergency action plans, emergency response plans, evacuation programs, or similar preparedness procedures.
- Experience establishing readiness metrics, conducting trend analysis, tracking corrective actions, and reporting program performance.
- Experience coordinating with fire departments, government agencies, military organizations, mutual-aid partners, or other external emergency response organizations.
- Knowledge of applicable OSHA, NFPA, NAVSEA, Navy, or related fire safety and emergency preparedness requirements.
- Familiarity with shipbuilding, ship repair, naval vessels, shipboard arrangements, or other complex industrial/high-hazard environments.
- Experience with shipboard firefighting, industrial firefighting, emergency response organizations, incident command, or emergency operations.
- Professional certifications or advanced training in emergency management, fire protection, occupational safety and health, exercise design/evaluation, or related disciplines preferred.
