Overall Job SummaryThis position is responsible for directing and overseeing the indirect purchasing function of their assigned category. This includes handling all source selection, vendor qualification and procurement functions directly associated with Tractor Supply Company's needs for non-merchandise materials, services, and fixed assets. This position recognizes and implements expense reduction opportunities through competitive bidding and reverse auctions in all non-merchandise areas.
Essential Duties and Responsibilities (Min 5%)- Develop and implement a strategic plan for indirect purchasing policies and procedures of their assigned categories.
- Participate with senior management in the design, implementation and ongoing improvement of procurement strategies.
- Recruit, retain, and develop team members. Direct continuous staff development opportunities to ensure staff possesses sufficient training and required skill levels to execute the vision and plan.
- Direct and oversee the department to ensure qualified vendors comply with corporate policies and procedures.
- Secure and analyze quotations, research product market information, negotiate prices and terms with suppliers, and recommend suppliers based on cost, quality, and service.
- Manage and control purchasing function for key corporate projects, contract negotiations, and procure-to-pay system solutions.
Required QualificationsExperience: 7-10 years in a progressive managerial purchasing position responsible for handling all aspects of purchasing.
Education: Bachelor's degree from an accredited college or university in Business or related field is preferred. Any suitable combination of education and experience will be considered.
Professional Certifications: Certified Purchasing Manager (CPM) Certification preferred.
Preferred knowledge, skills or abilities- Experience with SAP and Ariba strongly preferred.
- Ability to communicate and effectively negotiate with suppliers, emphasizing costs, quality, delivery times and other supplier related issues.
- Ability to critically evaluate current policies and practices and identify improvement opportunities.
- Proven negotiating skills for multi-million dollar projects.
- Strong project management skills
- Knowledge of the strategic procurement process
- Working knowledge of Electronic Data Interchange (EDI) and a strong systems orientation.
- Strong, problem solving, communication, organizational and time management skills.
- Ability to enforce policies and procedures.
- Ability to write policies, procedures, and executive summaries.
- Proficient in Microsoft Office.
- Ability to travel occasionally.
