Project Overview:

Port Arthur LNG, LLC (PALNG) is developing a Liquefied Natural Gas (LNG) production and export facility on a site located on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The project base scope will include two (2) identical LNG trains, two (2) LNG Storage Tanks, one (1) LNG Carrier Berth, and associated utilities/facilities. The Project is to be constructed on a parcel of land located along State Highway 87 south of Port Arthur, Texas, between the inner coastal waterway bridge and Keith Lake. The Infrastructure Global Business Unit (GBU) is executing site civil and marine scopes of work associated with our scopes of work on the Energy GBU LNG projects.

Job Summary:

Mechanical Startup Engineer responsible for planning, coordinating, and executing mechanical pre-commissioning, commissioning, startup, and system turnover activities to ensure mechanical systems are installed, tested, and placed into service safely and in accordance with project specifications, engineering design, and client requirements. Works closely with construction, engineering, commissioning, quality, and subcontractors to support successful mechanical completion, turnover, and plant startup while maintaining strict compliance with safety, quality, and schedule objectives. #LI-BH1

Major Responsibilities:

  • Coordinate mechanical startup activities for assigned systems from mechanical completion through commissioning and handover to operations.
  • Develop commissioning strategies to support safe and efficient startup execution.
  • Interface daily with construction, engineering, commissioning, vendors, and client representatives.
  • Provide technical troubleshooting during equipment commissioning and initial operation.
  • Prepare/Execute commissioning procedures, system test plans, flushing procedures, and equipment checkout documentation.
  • Coordinate system boundaries and isolation requirements for safe startup activities.
  • Coordinate closure of punch list items prior to system acceptance.
  • Perform commissioning of:
    • Centrifugal and positive displacement pumps
    • Compressors
    • Air coolers
    • Cooling water systems
    • Lubrication and seal oil systems
  • Coordinate flushing, hydrotesting, leak testing, drying, preservation removal, and system cleaning.
  • Assist with initial equipment startup, performance testing, and operational acceptance.
  • Support resolution of non-conformance reports (NCRs) and field engineering requests.


Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience


Required Knowledge and Skills:

  • Knowledge of a single or multi-discipline construction or engineering operation.
  • Knowledge of Bechtel's Zero Accident Philosophy.
  • Knowledge of the Project ES&H Handbook, the Supervisors ES&H Manual, the Project Safety Management Plan and the Bechtel Core Processes.
  • Knowledge of the Six Sigma program tools and methodologies.
  • Knowledge of supervisory functions relating to field activities.
  • Knowledge of Standard Work Process Procedures (SWPPs).
  • Computer literate in word processing, spreadsheet and database applications in accordance with current Bechtel Standard Application Program (BSAP) standards.
  • Demonstrated leadership in a team-based environment.
  • Knowledge of the use of subcontracts, and the contractor and subcontractor's responsibilities contained in subcontract documents.
  • Experience working with, supervising and administering subcontractors and/or Direct Hire workforce.
  • Knowledge is normally acquired through: A recognized degree in an engineering or scientific discipline, or Specialized courses in construction technology and management, and/or Prior practical work experience leading to a thorough understanding of the knowledge described above


Additional Information: Work requires the physical ability to conduct field inspections including but not limited to: extensive walking in and around a construction site often in high heat and high humidity conditions, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces, and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, etc.).

Additional Knowledge and Skills:

  • Experience supporting mechanical startup and commissioning on LNG, refinery, petrochemical, power generation, chemical, or industrial construction projects.
  • Strong understanding of mechanical systems, rotating equipment, piping systems, and pressure testing requirements.
  • Ability to interpret P&IDs, isometric drawings, equipment drawings, one-line diagrams, vendor manuals, and commissioning procedures.
  • Experience with Mechanical Completion, System Turnover, Commissioning, and Operational Readiness processes.
