Reporting to the Director of Market Engineering, the Market Engineering Lead owns end-to-end design and delivery for one or more assigned markets. This role directs vendor-produced and company-guided designs, tracks technical changes through to resolution, and serves as the primary technical point of contact between engineering, Construction, and Permitting/PMO for their market(s). This is a full-time opportunity with regular travel for market-specific site knowledge and business planning.

The Market Engineering Lead retains ownership of the input and output for their market. Other engineers may support or review individual FDH designs as needed, but do not share or assume ownership of the market, and do not report to the Market Engineering Lead.

Key Duties

Market Ownership
• Own end-to-end input and output for assigned market(s), from initial design direction through construction handoff.
• Direct ownership of cabinet placement and feeder path routing, decisions, and timing
• Maintain working knowledge of market-specific terrain, jurisdictional requirements, utility and pole-owner relationships, and known access constraints.
• Develop and maintain a sequencing plan for FDH design and permitting order within the market, submitting the plan and all updates to PMO for tracking.

Vendor Direction
• Set scope and design intent for vendor-produced designs within the market; direct vendors on cost, routing, and constructability tradeoffs rather than reviewing only completed work.
• Conduct spot QC review on high-complexity or judgment-driven designs; routine QC as needed. Routine QC is supported by tooling and central engineering standards.
• Escalate design decisions as needed to the Director of Market Engineering.

Cross-Functional Coordination
• Serve as the market's primary technical point of contact with Construction, coordinating directly on sequencing, field conditions, and design changes.
• Partner with Permitting/PMO to ensure permit packages reflect current design intent and jurisdiction-specific requirements, and market sequencing is updated and maintained.
• Document directives, verbal commitments, and scope changes in the system of record rather than relying on informal or verbal-only communication.

Change and Performance Tracking
• Track and report changes to market sequencing, design scope, or vendor deliverables as they occur.
• Monitor and maintain market-level performance against defined metrics, including on-time delivery, vendor first-pass acceptance, escaped defect rate, and cost-per-pass variance.
• Pilot new-market permitting through limited initial submissions to confirm jurisdiction-specific requirements before scaling full production.

Qualifications
• 3-5 years of relevant experience, experience in a high-volume FTTH environment preferred
• Prior experience in fiber/OSP design, review, or project management (aerial and underground).
• Working knowledge of GIS/Esri and CAD-based design tools, VETRO experience a plus.
• Demonstrated ability to make and defend technical design decisions independently.
• Comfortable directing vendor-produced work and holding vendors accountable to scope and quality expectations.
• Strong written communication skills, with the ability to document decisions and changes clearly for cross-functional visibility.
• Ability to build effective working relationships with Construction and Permitting counterparts.
• Ability to distinguish between general audience and confidential information, and to maintain confidentiality at all times.
• Must have and maintain a valid driver's license and a reasonable driving record.
• Willing to travel as needed for market-specific site visits and business planning meetings.
