Position Overview
CEG is seeking a motivated and critical thinker with strong technical, policy analysis, communication, and organizational skills who excels in a dynamic and occasionally fast-paced work environment.
The Regulatory & Policy Innovation team works with government agencies and other clients who engage in utility proceedings with a focus on ratemaking issues that impact customer rates and the achievement of public policy goals. The Manager/ Senior Manager will lead client engagements and help develop the alternative regulation and energy policy portfolio for CEG. This includes consulting projects on topics of performance-based regulation, advanced rate design, distribution system market design, and utility system innovation, and other engagements on market strategy and public reports on relevant topics. The Manager will report to the Director of the Regulatory & Policy Innovation team.
Responsibilities
Project Work
- Assist CEG's consulting practice in executing client projects with a primary focus on utility analysis and distribution system market design.
- Serve as a project manager, including development of work plans, coordination of deliverable development, and communications with clients.
- Develop client deliverables: reports, presentations, and strategic recommendations. Assist with editing, formatting, proofreading, fact-checking, and summarizing comments, reports, and presentations to ensure accuracy and professionalism.
- Research, policy analysis, and solution development to evaluate regulatory structures and develop insights for practical application in a diverse set of jurisdictions. Conduct independent analysis to assess impacts of different policies.
- Serve as a subject matter expert in one or more areas of utility regulation and clean energy policy, such as performance-based regulation, advanced rate design, DER integration, and utility system innovation. Contribute to the firm's thought leadership on best practices for regulatory reform and clean energy integration.
- Contribute to other activities for growth and success of a small- to midsize consulting company, such as communications and marketing, strategic planning, recruitment and hiring, and professional development of staff.
Project Management
- Lead and manage projects and proposals, including budget oversight, staff coordination, and client relations, with a focus on utility sector regulatory issues.
- Organize meetings, schedules, and team resources to ensure deadlines are met and client satisfaction is achieved. The Manager will also maintain professional relationships with clients.
- Collaborate with CEG colleagues across practice areas to coordinate and leverage their expertise in support of work product development, including for example techno-economic analysis, communication of results, or other research and support.
- Oversee and prioritize multiple projects and workstreams at the same time.
- Write proposals and participate in other business development activities.
Team Management
- Manage and train staff as both a project manager and staff manager.
- Act as a critical thinker and decision-maker in addressing challenges and finding solutions.
- Maintain clear and open communication with the team to ensure alignment on goals, expectations, and updates.
- Support professional growth by offering guidance, coaching, and training opportunities.
Desired Qualifications
Manager
- Degree in Economics, Energy and Environmental Policy, Engineering, Business Administration, or related field.
- A minimum of 8 years of professional experience in management consulting, municipal or state government, utility regulation, clean energy advocacy, or comparable role.
- Demonstrated capabilities and track record of success in one or more roles involving policy research, economic analysis, program administration, working group management, and strategy consulting.
- Demonstrated knowledge of the policy, regulatory, and market constructs that govern U.S. electricity system and related energy markets, including alternative market constructs for clean energy integration and affordability. Familiarity with international market or regulatory structures, such as Europe or Australia, is a plus.
- Strong written and verbal communication skills, with the ability to collaborate effectively across multiple teams.
- Background or experience in technical or legal writing and research.
- Proficient in multitasking and prioritizing critical tasks while managing conflicting demands under tight deadlines.
- Experienced in managing and training staff, with a proven ability to delegate tasks effectively within a team.
Senior Manager
- Degree in Economics, Energy and Environmental Policy, Engineering, Business Administration, or related field.
- A minimum of 10 years of professional experience in management consulting, state or federal government, utility regulation, clean energy advocacy, or comparable role.
- Experience as a program manager and/or regulatory analyst in a government agency, public finance organization, electric utility, or similar organization.
- Experienced in managing clients and relationship management.
- Recognized expert in the industry with an established network.

Salary
Manager: $120,000-$150,000
Senior Manager: $130,000-$160,000
Salary negotiable and will be commensurate with experience. In addition to the base salary, this position is eligible for a performance based incentive bonus.

The pay range for this role is:
120,000 - 160,000 USD per year (Remote (United States))
