Summary of Position: The Development Manager is responsible for leading and executing multifamily and mixed-use development projects throughout the full development lifecycle, including acquisition support, due diligence, underwriting, entitlement, design, construction, and stabilization activities.
This role serves as a key project leader, partnering closely with Investments, Construction, Asset Management, Operations, Legal, Finance, and external stakeholders to advance projects from concept through completion. The successful candidate combines strong financial and analytical capabilities with demonstrated project management experience and a deep understanding of real estate development processes.
The Development Manager will manage multiple projects simultaneously while helping ensure projects are delivered on schedule, within budget, and in alignment with Quarterra's strategic investment objectives.
Principal Duties and Responsibilities:- Development Execution & Project Leadership
- Lead assigned development projects through all phases of the development lifecycle, including feasibility analysis, due diligence, entitlement, design, construction, lease-up, and stabilization.
- Establish project objectives, schedules, budgets, and execution strategies to achieve targeted investment returns.
- Monitor project performance and proactively identify risks, opportunities, and potential challenges related to schedule, cost, quality, entitlement, or market factors
- Coordinate with internal stakeholders to ensure alignment across all aspects of project execution.
- Prepare and deliver regular project updates and reporting to development leadership and executive management.
- Financial Analysis & Investment Support
- Develop, maintain, and update project budgets, development pro formas, cash flow forecasts, and investment analyses.
- Prepare monthly project financial reporting, draw requests, funding analyses, and variance explanations.
- Support the underwriting and evaluation of development and acquisition opportunities.
- Analyze market fundamentals, demographic trends, competitive developments, rental comparables, operating assumptions, and construction costs.
- Participate in the preparation of investment committee presentations, financing packages, partner reporting, and capital raise materials.
- Entitlements, Design & Consultant Management
- Manage entitlement, zoning, permitting, governmental approval, and public hearing processes as required.

- Review project plans, specifications, and consultant deliverables to ensure alignment with financial, design, operational, and construction objectives.
- Collaborate with construction and design partners to identify opportunities for value engineering and cost optimization.
- Relationship Management & Collaboration
- Build and maintain strong working relationships with municipalities, regulatory agencies, lenders, equity partners, consultants, brokers, and community stakeholders.
- Collaborate closely with Investments, Construction, Asset Management, Property Operations, Legal, and Finance teams throughout the development process.
- Represent Quarterra in meetings with public officials, consultants, investors, lenders, and industry organizations.
- Support business development efforts and market research initiatives within assigned markets.
Education and Experience Requirements:- Bachelor's degree in Real Estate, Finance, Business, Construction Management, Civil Engineering, Urban Planning, Architecture, or a related field required.
- MBA, Master's degree, or other relevant advanced education preferred.
- 5 - 8 years of progressive experience in multifamily, mixed-use, commercial, or land development.
- Demonstrated experience managing projects through multiple phases of the development lifecycle.
- Experience coordinating consultants, governmental agencies, contractors, and cross-functional teams.
- Strong understanding of real estate finance, underwriting, development economics, and project execution.
- Advanced financial modeling and analytical skills.
- Strong understanding of development, entitlement, design, and construction processes
- Ability to evaluate project feasibility and identify key investment risks and opportunities.
- Strong project management and organizational skills.
- Excellent written, verbal, presentation, and interpersonal communication skills.
- Ability to manage multiple priorities and deadlines in a dynamic environment.
- Proficiency in Microsoft Excel, PowerPoint, Word, and related business software.
- Ability to read and interpret entitlement documents, site plans, construction drawings, and consultant reports.
- Strong business judgment, problem-solving abilities, and attention to detail.
Travel Requirements- Ability to travel as needed to development sites, municipal meetings, consultant offices, investor meetings, and other business-related activities.
- Regional travel within the Southeast Region should be expected.
Physical Requirements and Disclaimer:This position is primarily a sedentary office-based role and requires the ability to routinely operate a computer and other standard office equipment. The role also requires the ability to communicate effectively, including speaking and hearing, and the ability to stand, walk, stoop, reach, and occasionally lift, carry, or move items weighing up to 25 pounds. Fine motor skills and finger dexterity are required for keyboarding and other detailed tasks.
