NGMS Marine Systems is seeking a Program Manager 2 to serve as the Deputy Program Manager for Virginia-Class SSN/SSGN MAC (Multiple All-Up-Round Canister) Launching System Production. This position will be located onsite in Sunnyvale, CA and is contingent upon contract award.

The ideal candidate demonstrates a broad skill set that is balanced between interpersonal, business, and technical capabilities. The role requires the ability to collaborate within and across teams to accomplish goals; commitment to ethics, integrity, and innovation while challenging traditional ways of doing business; effective communication skills; and the ability to positively engage with internal and external customers.

What You'll Get To Do:
  • Support the Program Manager in directing all phases of programs from inception through completion for a multi-year production program
  • Manage cost, schedule, and technical performance across multiple functions and projects
  • Conduct thorough risk and opportunity management: identify, mitigate, track, and realize opportunities and mitigations
  • Establish and manage budget baselines, including application of Earned Value Management (EVM) methodologies and tools
  • Establish milestones, and monitor adherence to master plans and schedules
  • Identify program problems and obtain solutions, including allocation of resources or changing contractual specifications
  • Oversee implementation of design changes and process improvement
  • Direct and align subcontractors and suppliers to common program objectives and performance expectations
  • Act as a customer contact for program activities, including leading program review sessions with the customer and senior leadership
  • Cultivate customer relationships to develop new business and expand the product line
  • Participate in the negotiation of contract and contract changes
  • Coordinate the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms & conditions of contract


Basic Qualifications:
  • Bachelor's degree with 8+ years of relevant professional experience, or a Master's degree with 6+ years of relevant professional experience, supporting U.S. Government contracts/customers, program or project management, manufacturing, or a related industry.
  • 2+ years of experience in program/project management and/or manufacturing operations, including responsibility for program, production, cost, schedule, and/or technical execution.
  • 2+ years of experience serving in a formal program or project leadership role, such as Project Lead, Integrated Product Team (IPT) Lead, Cost Account Manager (CAM), or equivalent, with responsibility for executing work on schedule, within budget, and against defined technical and/or contractual requirements.
  • Experience leading cross-functional teams to execute defined program, project, manufacturing, or organizational objectives, including responsibility for task coordination, performance tracking, and issue resolution.
  • U.S. citizenship required.
  • Must have the ability to obtain and maintain a U.S. government Secret security clearance.


Preferred Qualifications:
  • An active/current U.S. government Secret security clearance.
  • Experience supporting U.S. Government and/or DoD programs or contracts within a manufacturing, production, or technical program environment.
  • Experience supporting programs through development, production, and/or sustainment lifecycle phases.
  • Proficiency with Microsoft Project or equivalent project scheduling/planning tools.
  • Experience managing or supporting program cost and schedule performance, including identifying variances and supporting corrective actions.
  • Experience applying Earned Value Management (EVM) principles to program or project execution.
  • Experience preparing and delivering program status, cost, schedule, or performance information to program leadership and/or customers.

Primary Level Salary Range: $161,100.00 - $241,700.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
