Northrop Grumman Aeronautics Systems has an opening for Manager Program Control 2 to join the team of qualified individuals on our Global Surveillance division. This leadership role is located onsite in Palmdale, CA

What You'll get to Do:

Management responsibilities for Cost & Schedule Management in multiple Business Areas on the Program. Manage all efforts relating to Cost & Schedule baselines including, but not limited to:
  • Ensure timely input to Workforce Planning of project headcount projections, weekly/monthly basis
  • Project management including managing multiple priorities against ambitious timelines
  • Function as a strategic partner and change agent, creating an environment of trust, compliance, continuous improvement and learning
  • Support/coordinate internal and external surveillance audits
  • Ensure full compliance with corporate policies, with particular focus on implementation of the Northrop Grumman Earned Value Management System
  • Provide support to bids, bid reviews, and internal projects
  • Advise Control Account Managers on Compliance and EV Guidelines
  • Earned Value Management
  • Support integrated baseline (IBR) reviews
  • Support Master Schedule changes and impact assessments
  • Attend site business management meetings to define Cost & Schedule needs and work with Operations EV Planning management on resource allocation needs
  • Perform in a fast paced, frequently changing, and demand driven environment
  • Problem solving and decision making requiring excellent communication skills
  • Develop, mentor and train Cost Planning personnel and provide regular performance feedback
  • Ensure proper staffing balance of employees and consultants
  • Operate within established budgets

Basic Qualifications:
  • Bachelor's degree from an accredited university with 7 years of Business/Program Management experience or 5 years with a Masters Degree.
  • 5 years of hands-on experience in Program Planning / Scheduling utilizing MPM/Cobra or similar Cost Management software
  • Experience with production operations
  • Proficiency in MS Office Programs (MS Project, MS PowerPoint, MS Excel, MS Word)
  • Must have the ability to obtain and maintain a US Government clearance


Preferred Qualifications:
  • Understands NDIA's Planning and Scheduling requirements
  • Strong understanding of Production Operations in an aeronautics environment
  • Experience in a government defense manufacturing or engineering development environment
  • Familiarity with Earned Value tools (Cobra, PowerBI etc.)
  • Experience in applying integrated cost/schedule methodologies within an Earned Value (EVMS) environment
  • Experience in Aerospace and/or Defense programs and familiarity with Integrated Program Management Report (IPMR).
  • Active US government secret clearance

Primary Level Salary Range: $146,600.00 - $219,800.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
