Job Description:

The Manger of Procurement is responsible for all aspects of material procurement and strategic execution of the procurement function for the metal fabrication category, including leading the site in combined metrics, forward looking approaches for procurement and proposals for all programs within the Maritime Sector. This individual will work in a matrixed organization supporting Supply Chain Management, and will report directly into the Director of Maritime Procurement. The role will provide significant strategic support to the sector to include oversight of all procurement activities in support of the metal fabrication category, and will support strategy, long term planning, compliance, large negotiations, savings, Supply Chain metrics initiatives, and continuous improvement while collaborating with other functional teams. The individual will be responsible for developing a world-class procurement team through staffing, training, and talent management initiatives while serving as a role model for integrity and inclusion. The individual will also maintain responsibility for succession planning and organizational and talent development. Other critical activities include facilitating supplier development and supporting development of the strategy, vision and driving performance of the procurement and expediting functions resulting in superior cost and schedule performance leading to strong internal/external customer satisfaction.

Essential Functions:

• Collaborate with the functional organizations across the site to identify strategic suppliers and subcontractors and work proactively to meet or exceed performance (cost/schedule/technical) needs.

• Manage procurement processes and systems. Ensure processes are aligned with all Government, Corporate, Division, and site policies as well as prime contract requirements.

• Identify and execute initiatives to improve performance based on industry best practices.

• Select, motivate, and lead a strong team.

• Support strategic new business pursuit activities as a critical subject matter expert for purchased and subcontracted systems and services.

• Ensure risk management strategies and processes are deployed on critical procurement efforts.

• Manage procurement metrics to ensure company goals and supplier performance objectives are being met and maintained.

Qualifications:

• Bachelor's Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
• 10-12 or more years of experience in purchasing in an MRP (ERP) driven manufacturing environment, SAP and CostPoint preferred
• Proven negotiation experience
• Contract experience, including knowledge of terms and conditions, and other agreement related experience
• Understanding and working knowledge of engineering documentation, product configuration
• Strong interpersonal and problem-solving skills
• Ability to work effectively in a digital/remote environment
• Solid knowledge of defense supply chain and purchasing processes (FAR/DFARS).

Preferred Additional Skills:

• Experience in government / FAR buying environment is strongly preferred
• Experience with metal fabrication commodities
• APICS CPIM or CSCP certification preferred

In compliance with pay transparency requirements, the salary range for this role is $100,500-186,500.
