Overview:
The Manager of Payroll Operations is responsible for the successful oversight and management of the payroll team, through a centralized service delivery model. This role will serve as a “change agent,” ensuring the payroll function’s shift to a forward thinking and proactive group, focused on harnessing best practices, and technological advancements. The Manager of Payroll Operations will also gain operational efficiencies wherever possible. The Manager of Payroll Operations manages relationships with internal and external stakeholders, audit, and local and national government agencies. This highly functioning leader is responsible for a successful multi-state payroll including the US, Canada, and Puerto Rico, and additionally works cross functionally with other service delivery teams to optimize customer solutions and ensure complete, accurate, and compliant solutions with a focus on customer satisfaction.
RESPONSIBILITIES:
Leadership
- Partners with outsourced off-shore team to ensure they are able to successfully complete their tasks. Assists with complex payroll issues and questions
- Demonstrates the ability to influence, persuade, and negotiate with key stakeholders
Planning and Execution
- Prepares, communicates, and educates client groups and team on changes in payroll policies and practices
- Ability to apply knowledge of multidisciplinary business principles and practices to achieve successful outcomes in cross-functional projects and activities
- Consults closely with business leaders and regional partner resource heads to establish payroll approach and programs and ensures alignment with overall company policies, programs, and business objectives
Business Acumen
- Ensures that all associates in North America are paid on time and accurately and that statutory deductions and returns are filed with government agencies on time
- Oversees process improvements to ensure efficient and accurate payroll processing, payroll tax reporting, payroll accounting, and record retention
- Serves as an internal expert and acts as an advisor to internal departments on compliance and technical issues involving North America payroll, taxes, tax withholding, benefits, associated labor laws, and payroll/payroll tax responsibilities
Partnership and Team Building
- Challenges and inspires associates to achieve business results
- Assists the Sr. Manager, Payroll Operations with the optimization of the payroll team structure to support operations, standardization of internal reports, documents, and processes where possible
- Ensures associates and outsourced team adhere to legal and operational compliance requirements
- Plans for, documents, and delivers new processes as needed as a result of new activities or regulations
- Provides coaching, direction and leadership support to outsourced team members in order to achieve partners, business and customer results
REQUIREMENTS:
- Bachelor’s degree or equivalent relevant experience running payroll
- 5+ years’ experience handling multi-entity and multi-country payroll
- Working knowledge of payroll regulations as they relate to payroll and tax including but not limited to compensable income, fringe benefits, and stock vesting
- Knowledge of and ability to navigate vendor relationships as they relate to 3rd party payroll service providers and Service Level Agreements (SLA)
- Ability to understand and troubleshoot unique attributes of designated local payrolls
- Microsoft Office Suite experience with an emphasis in Excel and Word, including advanced proficiency
- Demonstrated the ability to communicate effectively with associates at all levels of an organization
PREFERRED QUALIFICATIONS:
- Fundamental Payroll Certification (FPC) or Certified Payroll Professional (CPP)
- Payroll experience with the US, Canada and Puerto Rico
- Experience with ADP Global View, Workday, SAP
