Job DescriptionThe Recruitment, Employment, Classification & Compensation Manager provides leadership and operational oversight for the College's recruitment and employment, position classification, and compensation functions. Reporting to the Associate Vice President for Human Resources, this position ensures that recruitment, employment, classification, and compensation activities are administered consistently, efficiently, and in accordance with applicable state, VCCS, and College requirements, policies, procedures, and employment laws.
The Manager serves as a key HR resource to college leadership and supervisors by providing guidance on recruitment and hiring, position management, classification, state salary administration, and organizational staffing matters. The position is responsible for interpreting and applying established state classification and compensation policies and supporting consistent and equitable personnel decisions across the College.
Summary of Job Duties- Provides leadership and oversight for recruitment, selection, and employment activities.
- Coordinates and manages recruitment processes from position authorization through selection and hire.
- Partners with hiring managers and search committees to review vacancies, position requirements, recruitment strategies, and selection processes.
- Oversees job postings, applicant screening processes, interview and selection procedures, employment offers, and related hiring activities.
- Ensure compliance with federal, state, VCCS, and college hiring laws, policies and procedures.
- Reviews and approves employment-related documentation and personnel actions within assigned authority.
- Identifies opportunities to streamline recruitment and hiring processes and improve the applicant and hiring-manager experience. Ensure HR participates in the College's Career Fair.
- Monitors recruitment activity and prepares reports regarding vacancies, applicant activity, recruitment data, hiring activity, time-to-fill, and other relevant measures to include but are not limited to background checks and/or references.
- Administers the College's position classification processes in accordance with applicable state classification requirements, policies, and procedures.
- Reviews new and revised position descriptions to determine appropriate classification based on assigned duties, responsibilities, scope, complexity, organizational structure, and established classification standards.
- Conducts position reviews and job analyses associated with new positions, reorganizations, changes in responsibilities, and management requests.
- Reviews requests for reclassification and provides recommendations based on established classification criteria and state requirements.
- Provides consultation to supervisors regarding position design, organizational structure, reporting relationships, and appropriate assignment of duties.
- Ensures position descriptions accurately reflect assigned responsibilities and remain current.
- Maintains appropriate classification and position documentation and records.
- Ensures classification decisions are supported by appropriate documentation and applied consistently across the College.
- Administers compensation and salary actions in accordance with the state and VCCS-established compensation system, applicable policies, and College procedures.
- Interprets state compensation policies, guidelines, salary structures, and related requirements and provides guidance to College leadership and supervisors.
- Reviews salary recommendations associated with new hires, promotions, transfers, reclassifications, role changes, temporary assignments, and other personnel actions.
- Evaluates salary actions for compliance with established state requirements, available institutional authority, internal salary relationships, employee qualifications, and applicable College procedures.
- Reviews compensation-related personnel actions for accuracy, consistency, appropriate documentation, and required approvals.
- Provides guidance to supervisors regarding salary administration and the appropriate application of state compensation policies.
- Communicates state and VCCS compensation changes, directives, and requirements to appropriate College stakeholders.
- Ensures compensation practices are administered consistently and in accordance with established state and institutional requirements.
- Develops procedures, guidelines, forms, resources, and training materials related to assigned functional areas.
- Provides training and guidance to supervisors and hiring managers regarding recruitment, selection, classification, compensation, and personnel processes.
- Collaborates with other HR functional areas to ensure personnel actions are processed accurately and efficiently.
- Maintains confidentiality and exercises sound judgment when handling sensitive data.
- Supervises assigned staff, establishes performance expectations, provides coaching and professional development, and monitors work quality and productivity.

KSA's/Required Qualifications - Experience working in human resources within higher education.
- Progressively responsible professional human resources experience involving recruitment/employment, classification, compensation, or related HR functions.
- Knowledge of recruitment, selection, position classification, job analysis, and salary administration principles.
- Experience reviewing and processing complex personnel actions
- Ability to analyze position duties, organizational structures, salary information, and HR data and provide well-supported recommendations.
- Experience providing consultation and guidance to supervisors and organizational leadership.
- Strong organizational, analytical, problem-solving, and decision-making skills.
- Excellent written and verbal communication skills.
- Ability to maintain confidentiality and exercise sound professional judgment.
- Proficiency with human resources information systems, applicant tracking systems, spreadsheets, and related technology.
- Supervisory experience, including the ability to coach, develop, and lead staff.
- Experience leading full-cycle recruitment and selection processes within a complex organization.
- Considerable knowledge of federal and state employment laws and regulations related to recruitment, hiring, and equal employment opportunity and the ability to effectively communicate these to supervisors.
- Excellent verbal, written, and interpersonal communication skills.
- Demonstrated ability to build collaborative relationships and serve as a trusted advisor to hiring managers, search committees, and organizational leaders.
- Strong analytical and problem-solving skills, including the ability to utilize recruitment metrics and workforce data to support decision-making.

- Ability to understand organizational workforce needs and develop effective talent acquisition strategies to meet those needs.

- Demonstrated experience in progressively responsible human resources, recruitment, or talent acquisition roles.
- Ability to develop and implement innovative sourcing, recruitment, and outreach strategies to attract qualified and diverse talent pools.
Additional Considerations - Familiarity with and ability to interpret Tidewater Community College (TCC), Virginia Community College System (VCCS), and Commonwealth of Virginia human resources policies, procedures, and regulations.
- Experience using applicant tracking systems, human resource information systems, and enterprise systems such as PageUp, PeopleAdmin, Cardinal, or PeopleSoft.
- Professional HR certification (e.g., SHRM-CP, SHRM -SCP, PHR, SPHR).
