Pre-Construction Alignment
Lead pre-construction meetings with the municipality to represent and walk through the construction plan - providing a clear project overview and winning municipal support for the SQUAN effort.
Align with the client on expectations, deliverables, and the productivity schedule before the first shovel is in the ground.
Set expectations with contract partners on safety, construction practices, production schedules, and SQUAN standards for dailies, invoicing, and reporting.
Field Quality & Safety Auditing
Conduct 100% quality and safety auditing during the initial phase(s) of each new program, maintaining a steady, visible in-field presence.
Enforce strict adherence to industry compliance, customer SOW, municipal expectations, utility/ROW requirements, and SQUAN standards.
Identify and correct issues in real time, escalating systemic risks to BD and Ops leadership before they impact schedule, cost, or customer confidence.
Compliance & Documentation
Verify that field execution matches the approved plan, permits, and locates, documenting deviations and resolutions.
Maintain launch-phase records that support clean invoicing, reporting, and audit readiness.
Customer Onboarding & Tool Translation
Translate and train customer back-office and contractor tools to SQUAN construction, PMO, and billing processes - ensuring rapid revenue ramps and a frictionless customer experience.
Operations Handoff

Required Qualifications
10+ years in OSP (outside plant) construction - underground and aerial fiber, conduit placement, splicing/restoration - with inspection, field quality, or safety leadership experience.
Municipal engagement leadership: experience with, or strong comfort in, leading pre-kickoff conversations with municipalities to present the project overview and win their support for the SQUAN effort.
Experience dealing with FTTH ISP overbuilders, telcos, and MSOs.
Ability to translate and train customer back-office contractor tools to SQUAN construction, PMO, and billing to ensure rapid revenue ramps and a frictionless customer experience.
Working knowledge of construction compliance: OSHA safety standards, municipal permitting/ROW, utility locates (811), and traffic control.
Ability to read and interpret construction plans, SOWs, and permit packages.
Willingness and ability to travel 75-100%, often to new or remote locations, on short notice.
Strong stakeholder communication - able to hold the line with contractors and represent SQUAN credibly to clients and municipalities.
Valid driver's license and clean driving record.
Preferred Qualifications
