General Function:
GBTs Manager of Facilities and Grounds ensures that all GBT facilities, grounds and equipment are maintained in a state of good repair and in compliance with GBT policies and procedures as well as all local, state and federal regulations. This position has bottom-line responsibility for the facility preventative and corrective maintenance program for all GBT properties and ensures all work is scheduled and completed in accordance with GBTs Facility Maintenance Plan (FMP) and that the entirety of GBT facilities and grounds are kept safe and in a state of good repair.
The position is also responsible for implementing and ensuring compliance with all OSHA, Lock Out/Tag Out and Department of Environmental Protection requirements and has bottom-line responsibility for troubleshooting mechanical problems involving all aspects of GBT facilities and grounds, including electrical, mechanical, plumbing, heating ventilation air conditioning (HVAC), lighting, pneumatic and hydraulic systems and equipment and equipment and other elements of GBT facilities and grounds.
Accountability:
This position reports to the Deputy General Manager and Chief Operating Officer and supervises the Janitor and the Assistant Managers of Facilities and Grounds and GBT contractors.
Position Requirements:
1 Develops and implements and, from time-to-time, modifies GBTs Facility Maintenance Plan (FMP) covering all buildings, equipment and grounds; 2 Participates and may lead the development of policies and procedures regarding GBTs facilities, equipment and grounds; 3 Ensures that all FMP tasks are generated, completed and tracked through GBTs work order system and all ADA accessibility features are in proper working order; 4 Ensures that GBTs federally funded assets are maintained in a state of good repair; 5 Maintains inspections, reports, work orders and required documents in order to carry out an effective preventive maintenance program and demonstrate compliance with local, state and federal requirements; 6 Participates in and will often lead facility improvement projects from specification development, through construction and project close-out; 7 Prepares GBTs detailed short and long-range capital programs pertaining to facilities and grounds and ensures all capital needs are anticipated based on lifecycles prior to system failure; 8 Prepares GBTs facility and grounds annual budget; 9 Bottom-line responsibility for compliance with all Underground Storage Tank (UST) use including training, tracking and other requirements; 10 Ensures compliance with all National Pollution Discharge Elimination System (NPDES) requirements pertaining to GBT facilities and grounds; 11 Leads periodic reviews and inspections of GBTs facilities and grounds for compliance with local, state and federal safety requirements; 12 Specifies, assists in procuring and directs the day-to-day activities of GBTs landscaping, electrical, HVAC, fueling system and other contractors working on GBT grounds or facilities; 13 Works closely with GBTs Manager of Grants and Procurements and Chief Financial Officer to ensure all procurements related to facilities are conducted in accordance with GBT/FTA/CDOT procurement procedures; 14 Maintains an up-to-date understanding of industry best practices and current trends related to equipment, facilities, grounds, safety and security applicable to GBT facilities and grounds; 15 Recommends and leads the procurement of the reordering of parts in support of facilities; 16 Oversees contractors for compliance with safety requirements, GBT on-site policies and procedures, technical specifications, contracts and costs to ensure high quality, on-time and on-budget completion; 17 In conjunction with GBTs Parts Coordinator, determines required supplies and equipment necessary for facility maintenance; 18 Has bottom-line responsibility for the maintenance of all hazardous materials documentation and compliance with OSHA requirements in this regard; 19 Has bottom-line responsibility for ensuring GBTs bus station is cleared, prepared and ready for service during and following severe weather emergencies; 20 Arranges, participates and oversees annual required training for GBT staff pertaining to facility, equipment and grounds procedures and safety; 21 Is available at all times to address issues pertaining to GBT facilities and ground; 22 Serves as GBTs Safety Engineer. 23 Other duties as assigned by the Deputy General Manager and Chief Operating Officer or CEO.
Requirements:
1 Bachelor's degree in facility planning and management or a related field from an accredited college or university or 8-10 years of experience in facility and grounds maintenance; 2 Demonstrated commitment to public transportation; 3 Experience with state, federal and municipal government entities/processes; 4 Strong analytical skills along with strong written and oral communication skills; 5 Valid Connecticut drivers license; 6 A complete knowledge of equipment, materials and operating practices of all trades related to the maintenance of building, equipment and grounds on equipment operated by mechanics and other personnel in the performance of their jobs and in the supervision of subcontractors; 7 The ability to plan and supervise direct reports and contractors work in a manner conducive to full performance and high moral; 8 A detailed understanding of local, state and federal requirements related to system safety, compliance and procurement; 9 Excellent organizational skills including the ability to keep records and prepare clear and concise reports; 10 Thorough knowledge and understanding of Occupational Health and Safety Administration (OSHA) requirements; 11 A comprehensive understanding of facility electrical, HVAC, plumbing, safety construction and security systems; 12 A comprehensive understanding of fire safety and suppression systems and facility evacuation procedures; 13 A comprehensive understanding of facility security, access and surveillance systems; 14 General knowledge of grounds-keeping and landscaping; 15 General knowledge of computers and software systems used in the support of this position; 16 The ability to read construction drawings and other schematic drawings related to the position including buildings, wiring, plumbing and other mechanical systems; 17 Experience in the use of transit and facility maintenance equipment including but not limited to scissor lifts, cranes, fork-lifts, pits and lifts; 18 Knowledge of administrative principles and methods, including goal setting, program and budget development and implementation; public administration; capital and operating budgets; 19 Knowledge of FTA regulations pertaining to procurement and grant management; 20 Ability to understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets, and labor/management agreements; 21 The ability to exercise sound judgment and creativity in making decisions; 22 The ability to interact professionally with all levels of GBT employees and maintain cooperative working relationships; 23 The ability to represent GBT before the Board of Commissioners, outside representatives, and public offcials; 24 Attendance at evening and early morning meetings and travel required.

Safety
This position is responsible for contributing to a safe and secure work environment, is cognizant of surroundings and acts in a safe manner at all times. It is also knowledgeable of and adheres to OSHA, GBT and other safety standards, directives and advisories, both written and verbal. The position must use safety equipment and protective clothing as appropriate and necessary and maintains good housekeeping habits in work area to avoid injury to self or others. Additionally, the position must immediately report to supervisor or risk manager any safety or security issue, and makes recommendations for improvement, observes building access restrictions and locks doors when not present and knows the nearest two safety exits and participates in safety drills.

While performing the functions of this job, the employee is frequently required to sit, stand, speak and hear and work in and out of doors.
The work environment includes all GBT facilities and grounds.
