Full Job Description
General Purpose

Manages PacifiCorp's Western Market Policy function and coordinates market strategy and policy development across Energy Supply Management, Regulatory, Transmission, Resource Planning, Legal, Government Affairs, and other business organizations. Responsible for evaluating emerging market designs, developing company positions, identifying risks and opportunities, and ensuring alignment across functions on western market initiatives.

The position serves as PacifiCorp's lead for policy matters associated with the Western Energy Imbalance Market (WEIM), Extended Day-Ahead Market (EDAM), RTO West, Markets+, Western Resource Adequacy Program (WRAP), EDAM Resource Adequacy, and market seams coordination. The incumbent works with internal and external stakeholders to advance PacifiCorp's strategic interests in the evolving western electricity market landscape.

Responsibilities

  • Lead the development and execution of PacifiCorp's western market policy strategy.
  • Coordinate market policy activities across Energy Supply Management, Regulatory, Transmission, Resource Planning, Legal, Government Affairs, and executive leadership.
  • Monitor and evaluate market design changes, tariff revisions, governance proposals, and policy initiatives impacting PacifiCorp.
  • Develop company positions on market design, governance, transmission, resource adequacy, and market implementation issues.
  • Lead cross-functional analysis of policy proposals to identify operational, financial, regulatory, reliability, and customer impacts.
  • Coordinate PacifiCorp participation in WEIM, EDAM, RTO West, Markets+, WRAP, EDAM Resource Adequacy, and other western market stakeholder processes.
  • Identify and resolve market seams issues affecting PacifiCorp's participation in regional markets.
  • Provide strategic analysis, recommendations, and policy guidance to senior leadership.
  • Develop policy papers, executive briefings, stakeholder comments, and regulatory support materials.
  • Build and maintain relationships with market operators, regulators, utilities, industry associations, and other stakeholders.
  • Support implementation activities associated with western market initiatives and policy changes.
  • Represent PacifiCorp in stakeholder committees, industry forums, technical working groups, and regulatory proceedings.
  • Participate in government, industry, and other applicable associations or work groups which have the ability to influence or set policy impacting the future of our utility.


Requirements

  • Bachelor's degree in Business, Economics, Engineering, Public Policy, Finance, Energy Systems, or related field; or the equivalent combination of education and experience.
  • A minimum of 8 years of related professional experience.
  • A minimum of 3 years of leadership or supervisory experience.
  • Strong knowledge of organized wholesale electricity markets, transmission systems, resource adequacy constructs, and utility operations.
  • Experience analyzing market design, regulatory policy, market governance, transmission policy, or resource planning issues.
  • Demonstrated ability to evaluate complex policy proposals and develop actionable recommendations.
  • Strong understanding of electricity market economics and western regional market structures.
  • Strong technical writing, communication, presentation, and facilitation skills.
  • Ability to work cross-functionally and support multiple departments.
  • Demonstrated strategic thinking, analytical, and problem-solving skills.
  • Knowledge of applicable FERC, state regulatory, and regional governance processes.


Preferences

  • Master's degree in Economics, Business Administration, Engineering, Public Policy, Energy Systems, or related field.
  • Direct experience with WEIM, EDAM, RTO development efforts, Markets+, WRAP, transmission policy, or resource adequacy programs.
  • Experience participating in CAISO, SPP, RTO, ISO, or western market stakeholder processes.
  • Understanding of transmission planning, market operations, generation dispatch, and resource planning.
