Description
Northrop Grumman’s Chief Information and Digital Office (CIDO) seeks an Information Technology Manager (M3) to lead the Mission Systems CIDO Operations Digital Solutions organization, reporting to the CIDO Engineering and Operations Director. This role will be located in Linthicum, MD and the selected candidate will be required to work on-site, full-time, at our Linthicum, MD campus.
In this position, you will serve as the Operations Digital Solutions leader for Mission Systems, supporting Manufacturing & Infrastructure, Global Supply Chain (GSC), and Quality & Mission Assurance (QMA), hereafter referred to as “Operations.” You will connect CIDO with Operations leadership to ensure digital strategies, information services, and AI-enabled solutions directly support business objectives and improve how work is planned, executed, and measured across all manufacturing sites.
You will shape multi-year roadmaps, manage investments, and deliver digital manufacturing and “factory of the future” capabilities spanning automation, IoT, data platforms, and AI. You will lead a team of ~40 people while leveraging a large matrixed CIDO organization of IT, OT, and AI resources across the enterprise.
What You’ll Get To Do:
• Own digital manufacturing and IT/OT architecture decisions for Mission Systems Operations within enterprise standards, validating SME recommendations and determining the path forward.
• Enable factory-of-the-future capabilities, including robotics, automation, digital work instructions, digital twin, and IoT, to increase throughput, quality, and efficiency across ~20 sites.
• Provide executive leadership for CIDO activities at the Blue Ridge Advanced Manufacturing Center (BRAMC) in Waynesboro, VA, with the on-site CIDO program manager reporting directly to you.
• Lead implementation of CIDO capabilities for the Mission Systems product development digital thread, with a primary focus on Operations capabilities that integrate with pillar systems of record (e.g., PLM, ERP, MES).
• Architect and manage the sector’s data integration architecture across Operations, developing standardized data products that support data-driven decision making and actionable insights.
• Ensure that Operations data products align with the VAULTIS framework (Visible, Accessible, Understandable, Linked, Trustworthy, Interoperable, Secure).
• Lead the sector’s definition and adoption of standard digital capabilities across Operations, minimizing fragmentation and driving reuse.
• Collaborate with sector and site Operations leadership to maximize adoption of standardized digital capabilities, and track both adoption and realized value using standardized metrics.
• Lead the sector strategy and implementation for AI and agentic capabilities across Operations, including required infrastructure and tools for AI model development, deployment, and operations use.
• Champion practical AI solutions in Operations, such as analyzing manufacturing defects, correlating QNs, and providing “coaching” to improve RCCAs and quality processes.
• Manage Operations tool vendor relationships, ensuring Mission Systems incorporates relevant tool roadmaps and capabilities into the digital and AI strategy.
• Optimize the sector’s portfolio of Operations tool licenses to maximize affordability, reuse, and standardization, partnering with Business Management to manage licensing financials.
• Oversee technical support for standardized Operations tools in Mission Systems, including use in unclassified, classified, and off-network environments.
• Lead a portfolio of digital initiatives by guiding a small core team, a broader team of ~40, and a matrixed network of IT, OT, engineering, and AI SMEs to move solutions from development and testing through rapid prototyping into full-scale production.
Primary Responsibilities:
• Co-own key manufacturing outcomes with Mission Systems Operations leadership, ensuring digital and AI initiatives are tightly linked, quantitatively or qualitatively, to performance measures such as on-time shop order release, on-time purchase order release, on-time material receipt, on-time kit release, and on-time contract execution.
• Provide thought leadership and strategic planning for digital manufacturing, execution systems, data platforms, and AI/analytics that support Operations across the sector.
• Align CIDO capabilities and imperatives with Operations goals, representing CIDO to stakeholders and clearly articulating value, tradeoffs, risks, and impacts.
• Translate options from CIDO and Operations SMEs into a clear, prioritized execution roadmap and drive delivery against that roadmap.
• Collaborate across CIDO service lines, Operations leaders, and matrixed teams to effectively allocate resources, manage dependencies, and achieve key mission priorities.
• Improve the perceived speed, cost-effectiveness, and accountability of CIDO for Operations, including cycle time and quality of digital solution delivery.
• Ensure responsive day-to-day information services support for Operations in partnership with CIDO service lines, vendors, and site-level IT/OT teams.
Basic Qualifications:
• Bachelor’s degree with at least 10 years of relevant experience, or Master’s degree with at least 8 years of relevant experience, preferably in Information Technology and/or Manufacturing Operations.
• Applicants must have an active U.S. Government Secret level security clearance (at a minimum), to include a closed investigation date completed within the last 6 years, or must be enrolled in the DoD Continuous Evaluation Program (CEP) in order to be considered; the required security clearance must be maintained as a condition of continued employment.
• The selected candidate will be required to obtain and maintain a Special Access Program (SAP/SAR) clearance as a condition of continued employment.
• Demonstrated ability to provide strategic direction for services, processes, applications, and technology in a complex, multi-site environment.
• Proven ability to build credibility with operational leaders, communicate effectively with stakeholders from shop floor to senior leadership, and drive consensus around digital strategies and investments.
• Proven experience managing portfolios, projects, budgets, and schedules, with accountability for delivery performance.
• Demonstrated leadership and excellent communication skills, including leading through influence across matrixed teams.
Preferred Qualifications:
• Experience in manufacturing environments at multiple levels, from shop floor operations to senior leadership engagement.
• Broad understanding of digital manufacturing, IT/OT convergence, and factory automation, including execution systems, data platforms, and cybersecurity considerations.
• Experience designing or overseeing data integration architectures and standardized data products for Operations.
• Proven ability to represent organizational capabilities to internal and external stakeholders and influence priorities and investment decisions.
• Self-starter who thrives in a fast-paced, dynamic, and highly matrixed environment, with the ability to quickly learn new programs, factories, and processes.
• Entrepreneurial mindset with the ability to constructively challenge the status quo and provide innovative digital and AI solutions that balance risk, cost, and business value.
• Experience with digital twin technologies for real-time monitoring and optimization.
• Experience driving adoption of AI/ML solutions in operations or manufacturing contexts, including use cases such as defect analysis, QN correlation, and RCCA support.
• Understanding of IoT integration for data collection, automation, and advanced analytics.
• Experience managing software vendors and optimizing tool license portfolios for affordability and standardization.

Primary Level Salary Range: $167,500.00 - $251,300.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
