What work will you perform?

The Manager, Government Operations, performs the duties of Assistant Facility Security Officer (FSO) while managing a team of 4 direct reports. In this role you will lead the Transportation Protective Services (TPS) and Arms, Ammunition and Explosives (AA&E) training program for employees, BCOs, and agents. Your experience leading teams that support the growth of market share through training, excellent customer service and overseeing day-to-day operations will be paramount to your success. You will lead the team to meet or exceed all established metrics.

Essential Responsibilities:
  • Manage Landstar Government Agents for compliance with regulations such as the Federal Acquisition Regulations (FAR), Defense Transportation Regulation (DTR 4500.9), NISPOM, MFTURP and/or other requirements as determined by law or government regulation or policy
  • Assist the Department Director in preparing/planning DSS (Defense Security Service) inspection audits.
  • Schedule and maintain attendance for BCO Arms, Ammunition and Explosives (AA&E) recertification classes throughout the US.
  • Assist with the creation, maintenance and modification of 800 + Owner Operator's, 175+ Agent's & 50+ Corporate Employee's Security & Personnel files. Regularly inspect for accuracy & compliance with DoD/DSS Policy.
  • Assist in the maintenance and updating of government tenders including accessorial.
  • Assist agents and customers in determining equipment availability, sourcing capacity and anticipating freight volumes.
  • Respond to any in-transit emergency and notify proper authorities in accordance with applicable laws, government regulations and Landstar policy.
  • Coordinate proper paperwork flow with other departments (e.g. Claims, Risk Management, Safety, Compliance, Hazmat, etc.).
  • Provide regularly scheduled, remedial, and "as-needed" training to AA&E/TPS drivers, agents, employees and customers/shippers.
  • Provide administrative support for the Transportation Protective Services and other security programs (DoD, Federal Agencies or Commercial Vendors).
  • Actively manage the entire TPS/AA&E Owner Operator onboarding, training and recertification process from beginning to end (vetting, e-QIP, fingerprints, Interim to Final Clearance, initial and recertification training, etc.).
  • Provide back-up support for emergency relief operations as required (FEMA assistance, etc.).
  • Manage department CMS (Call Management System).


Required Minimum Experience and Education:
  • High School Diploma or GED
  • Certified Facility Security Officer (FSO)
  • Hold Current Department of Defense SECRET Clearance


Preferred Experience and Education:
  • Bachelor's degree
  • Three years of experience as a manager
  • Military experience


Knowledge, Skills, and Abilities:
  • General knowledge of applicable government regulations, policies, and contracts, especially the National Industrial Security Program Operating Manual (NISPOM) and Military Freight Traffic Unified Rules Publication (MFTURP)
  • Efficient in Microsoft Office
