Job Summary:

As an essential member of the Public Safety Department within the Division of Finance, Technology, and Operations, the Manager of Emergency Management/Business Continuity will provide strategic direction in all areas of emergency preparedness and management and is responsible for assessing, revising, communicating, and maintaining the campus Emergency Management Plan, including disaster mitigation, preparedness, planning, training, education, response, business continuity, and recovery.

Responsibilities:

• Manage the University's Emergency Management and Business Continuity Program, directing emergency preparedness, response, recovery, and continuity of operations activities.
• Establish annual program priorities and oversee the implementation and maintenance of the Comprehensive Emergency Management Plan (EMP), Business Continuity Program, and supporting preparedness initiatives.
• Ensure compliance with CSU policies, regulatory requirements, and recognized emergency management and business continuity standards.
• Direct campus emergency preparedness and operational readiness activities, including business continuity, Emergency Operations Center (EOC) readiness, emergency response protocols, continuity of operations planning, and campus preparedness initiatives.
• Serve as the University's Emergency Operations Center (EOC) Coordinator during activations, providing management oversight of emergency response, continuity of essential services, and recovery operations.
• Administer the University's emergency preparedness training and exercise program by establishing annual training objectives and overseeing preparedness education, drills, and exercises for Building Marshals, EOC personnel, executive leadership, and campus departments.
• Monitor training participation, exercise outcomes, and corrective actions to support continuous improvement, operational readiness, and regulatory compliance.
• Oversee the development, maintenance, and administration of business continuity plans, emergency procedures, emergency communications, and program documentation in accordance with applicable laws, CSU policies, and University requirements.
• Monitor program performance and maintain records to ensure regulatory compliance, operational effectiveness, and institutional accountability.
• Build and maintain collaborative partnerships with University departments, local, state, and federal emergency management agencies, first responders, and community organizations.
• Represent the University on emergency management committees, planning groups, and interagency initiatives to strengthen preparedness, coordination, and response capabilities.
• Lead continuous improvement efforts by evaluating emergency management and business continuity program performance, identifying opportunities for enhancement, and implementing operational improvements that strengthen institutional resilience.
• Perform management-related responsibilities and special assignments in support of the University's Emergency Management and Business Continuity Program, University Police Department operations, and institutional priorities.
• Represent the department on University committees, workgroups, and special projects.
• Participate in professional development activities to maintain current knowledge of emergency management practices, applicable laws, regulations, and CSU requirements.
• Support departmental and University initiatives that enhance operational effectiveness, organizational preparedness, and business continuity.

Minimum Qualifications:

• Applicants must have the equivalent to a Bachelor's degree and at least three years of emergency management experience OR an equivalent combination of education and experience.

Required Qualifications:

• Knowledge of local, state, and federal rules, guidelines, and standards related to disaster preparedness planning, strategies, and techniques.
• Knowledge of the principles and application of the Incident Command System (ICS), Standardized Emergency Management System (SEMS), and National Incident Management System (NIMS).
• Knowledge of local, state, and federal emergency systems and agencies, including law enforcement, fire prevention and protection, and emergency medical services.
• Knowledge of best practices related to continuity of operations, mass evacuation, shelter-in-place procedures, relocation, and reunification.
• Familiarity with Kuali Ready, InformaCast, Veoci, and RAVE Mobile is preferred.
• Ability to secure technical and financial assistance through applicable state and federal programs and grants.
• Ability to establish and maintain effective working relationships with private-sector partners and local, state, and federal emergency management and emergency response officials.
• Ability to conduct hazard vulnerability assessments and develop hazard mitigation plans.
• Ability to evaluate existing emergency management programs, identify strengths and weaknesses, and recommend effective solutions.
• Ability to manage multiple priorities and assignments in a fast-paced environment.
• Ability to evaluate, observe, compare, and monitor data contained in management reports to determine compliance with standard operating procedures and protocols.
• Ability to gather relevant facts, conduct thorough analyses, and reach sound conclusions.

Compensation and Benefits:

The anticipated hiring range for this position is $7,875 per month

Position Information:

Work status: Full-time/Exempt/At-will

Academic year schedule: Monday through Friday (8:00 am - 5:00 pm), some evenings/weekends.

Summer schedule: Monday through Thursday (7:00 am - 5:30 pm), some evenings/weekends.

This is a full-time management (MPP) position. MPP employees serve at the will of the campus President. MPPs do not serve a probationary period and never receive permanent status.

This position is a "designated position" in the California State University's Conflict of Interest Code. The scope of responsibilities for this position includes making or participating in decisions that may have a material financial benefit to the incumbent. Therefore, the individual holding this position is required to file an initial Conflict of Interest: Statement of Economic Interests ("Form 700") within thirty (30 days) from the date of hire and on an annual basis. In addition, the individual holding this position must complete the required conflict of interest training within thirty (30) days of their appointment and at least once during each consecutive period of two calendar years following the appointment, subject to the Fair Political Practices Commission regulations.
