DEFINITION:Under general supervision (Management Analyst) or direction (Senior Management Analyst), performs a wide variety of administrative and analytical support duties for an assigned department; participates in assigned administrative processes, procedures and programs; provides information and assistance to the public regarding assigned programs and services; and performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS: Management AnalystThe
Management Analyst is the journey level class in the Management Analyst series. Employees within this class are expected to perform a full range of duties as assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.
Senior Management AnalystThe
Senior Management Analyst is the advanced journey level class in which incumbents are expected to perform complex and advanced duties as assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.
SUPERVISION RECEIVED/EXERCISED: Management AnalystReceives general supervision from assigned Department Head. Incumbents in this classification may exercise technical and functional supervision over assigned staff.
Senior Management AnalystReceives direction from assigned Department Head. Incumbents in this classification may exercise technical and functional supervision over assigned staff.
- Participates in assigned administrative support functions including the assigned budget; participates in various specialized department programs.
- Participates in the development and implementation of operational and administrative programs, policies and procedures.
- Participates in the preparation and administration of assigned budget(s); maintains and monitors appropriate budgeting controls. Senior Management Analysts direct the preparation and administration of assigned budget(s) and prepare various financial reports as required.
- Collects, compiles and analyzes information from various sources on a variety of specialized topics related to assigned programs; prepares reports which present and interpret data and identifies alternatives; makes and justifies recommendations.
- Serves as a liaison with public and private organizations, community groups and other related organizations.
- Receives and responds to complaints and questions from the general public relating to assigned area of responsibility; reviews problems and recommends corrective actions; prepares summary reports as required.
- Participates in special projects including research and development of new programs and services, budget analysis and preparation, and feasibility analyses; prepares and presents reports; participates in a variety of Department operations.
- Prepares comprehensive technical records and reports pertaining to assigned area of responsibility, including resolutions and ordinances; conducts research and comprehensive data collection efforts to support analysis.
- Provides training in a variety of areas to department and City staff as required.
- Prepares grants, including writing, investigating, monitoring and reporting of grants.
- Assists in the preparation of ordinances and other supporting program documents; prepares and monitors program contracts and related proposals; monitors compliance with applicable contractual agreements.
- Coordinates activities with other City departments, the public and outside agencies.

Education and/or Experience:Any combination of education and experience that has provided the knowledge, skills and abilities necessary for a
Management Analyst/Senior Management Analyst. A typical way of obtaining the required qualifications is to possess the equivalent of:
Management AnalystSome administrative and analytical experience, preferably with a local municipality, and a Bachelor's degree from an accredited college or university with major course work in public administration, business administration or a related field.
Senior Management AnalystThree years of administrative and analytical experience, preferably with a local municipality, and a Bachelor's degree from an accredited college or university with major course work in public administration, business administration or a related field. License/Certificate: Possession of, or ability to obtain, a valid Class C California driver's license.

Retirement:- CalPERS Defined Benefit Retirement: 2% at 55 formula for Classic members hired prior to January 1, 2012. 2% at 60 formula for Classic members hired on or after January 1, 2012. 2% at 62 for new (PEPRA) members hired on or after January 1, 2013.
