Project Overview:

Bechtel is building a semiconductor manufacturing plant in New Albany, Ohio. We are partnering with the North America Building Trades Unions and suppliers to create several thousand new jobs and work with local education organizations to implement new training programs that will support the future talent pipeline. Bechtel Manufacturing & Technology, Inc. offers engineering, procurement, and construction services for customers in the semiconductor manufacturing, electric vehicle, and data center markets. Job Summary:

The Lead People Based Quality Engineer (PBQE) will report to the Project Quality Manager (PQM) and will be responsible for leading the People Based Quality (PBQ) program. The PBQE will support the PQM to develop and deliver a customized PBQ program, including a risk-based strategy that meets project goals and objectives, including alignment, prioritizing, scheduling, training, metrics/dashboards, and tracking progress of PBQ improvement initiatives. The PBQE will apply leadership skills, knowledge, experience, and tools (e.g. PBQ, behavioral and facilitation techniques) to close gaps and invest in opportunities, resulting in institutionalized changes that measurably improve efficiency, productivity, and quality across the project. The PBQE will be responsible for using data to measure and report project performance, and ensure improvements are institutionalized. The PBQE will lead teams through the PBQ process to solve problems and make fact-based decisions to deliver 'Right the First Time' quality; and facilitate resolution of issues, improvements, and opportunities across all functions and project teams. The PBQE will lead PBQ efforts, be a key technical resource partnering with project teams resulting in improved project and functional groups performance. #LI-LM1

Major Responsibilities:

  • Support the PQM in developing and implementing a PBQ program and risk-based strategy to meet project goals and objectives, including alignment, prioritizing, scheduling, training, metrics/dashboards, PBQ, and tracking progress of improvement initiatives
  • Manage and supervise PBQ team members in performing related activities
  • Scope, plan, select the appropriate PBQ tools
  • Analyze data from processes and metrics across projects and functions
  • Conduct data analysis and develop performance metrics to measure the effectiveness of PBQ improvement initiatives and identify areas for further improvement
  • Monitor and use outputs from metrics to drive PBQ activities
  • Identify and support PBQ related causal analysis to facilitate apparent cause evaluations and root cause analysis
  • Develop and facilitate approved PBQ workshops and training sessions to educate employees on PBQ improvement methodologies and tools
  • Provides input into the development of standardized performance indicators for PBQ on the project
  • Foster a culture of continuous improvement by promoting collaboration, innovation, and knowledge sharing across the organization


Education and Experience Requirements:

Requires bachelor's degree (or international equivalent) and 8-10 years of relevant quality work experience or 12-14 years of relevant quality work experience

Required Knowledge and Skills:

  • Recognized PBQ training and development certification or equivalent
  • Experience with continuously improving Engineering, Procurement, Construction, Startup, Operations work processes and business areas; or advanced experience optimizing complex industrial processes, systems or organizations
  • Extensive experience in supervising direct reports
  • Experience in achieving measurable PBQ improvement results through influence management, soft skills in a leadership position with ability to achieve change and results by shaping the attitudes and viewpoints of individuals and teams
  • Trained in PBQ methods
  • Knowledge of team facilitation techniques
  • Knowledge of Causal Analysis techniques
  • Experience in applying a structured approach to PBQ process analysis and problem solving
  • Experience in establishing, monitoring, and analyzing PBQ data and reporting results to the PQM and other management
  • Advanced written and verbal communication skills
  • Proficient in the use of a PC computer, Microsoft software, database administration, Visio (or equivalent)
  • Must be able to complete and pass a pre-employment drug screen and background check which includes verification of employment and education.
