Project Overview:The rapid growth of AI and digitalization is fueling unprecedented demand for data centers that require large, reliable sources of energy. In response to this market trend, the Renewables & Clean Power (R&CP) team have signed an early works contract to build one of the largest gas-fired power generation facilities in the U.S. Our team is helping the customer progress early-stage development, that would lead to the start of full EPC delivery in 2026.
We're seeking an experienced candidate to be the Startup I&C Lead on the simple cycle gas turbine (SCGT) project in Pecos, Texas. The candidate may start in the home office in Reston-VA to support planning, ahead of project mobilization to the field, when the candidate will mobilize on a long-term (camp) assignment to the project in Pecos, Texas. This position is contingent upon project award.
Job Summary:The Startup I&C Lead assists the Commissioning Manager in managing and supervising the I&C CSU activities at the project. The individual is responsible for planning and execution of the startup, commissioning, and initial operation of the I&C systems and equipment at the project. The lead will be responsible for managing I&C commissioning, including assigning systems and responsibilities to the I&C startup engineers under his/her direction. This will require coordinating with electrical, mechanical systems disciplines, other functional departments, owner representatives and equipment technical authorities / field service representatives to complete all required testing and commissioning from component level through integrated operation with the rest of the facility.
Major Responsibilities:- Coordinates, as directed, with project management, the startup related engineering, construction, and client activities as an office assignment or during startup, operations, maintenance or testing at the jobsite.
- Directs the preparation of portions of or assists in the preparation of operations manuals.
- Conducts execution planning for assigned scope through scoping, plans, procedures, schedules, and budgets.
- Sets up progress reporting framework for scope area, and reviews on an ongoing basis with team, taking proactive course corrections as necessary.
- Develops and evaluates plans and criteria within the discipline or specialty for a variety of project activities.
- Interprets new or special regulations, codes, standards, criteria and performance data relating to the specialty.
- Supervises, coordinates, and reviews the work of assigned engineers, estimates staffing needs, schedules, and assigns work to meet completion dates.
- Provides technical advice and counsel on specific assignments by providing the resolution of technical questions arising in the area of specialty.
- Prepares system preoperational test procedures for assigned systems. Completes testing per Bechtel Standard Test and Commissioning Procedures (STCP) and Standard Work Process Procedures (SWPP), pre-op procedures and other specific procedures which may be required to be prepared in this position.
- Applies knowledge of industry and regulatory standards, and design criteria pertinent to I&C systems, to development of test plans and procedures.
Education and Experience Requirements:Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience
Required Knowledge and Skills:- Relevant experience in delivering large-scale simple or combined cycle power projects.
- Broad working knowledge of industry and regulatory standards and facilities' operations criteria pertinent to the activities supervised.
- Knowledge and experience with commissioning behind the meter power generation is preferred. Integration of power facilities in a data center environment is preferred.
- Extensive knowledge of administrative practices including cost and scheduling.
- Ability to work effectively in leading in a team environment, motivating and supporting others.
- Demonstrated expert understanding of CSU core processes and procedures.
- Technical and practical comprehension of engineering, procurement, and construction functions and general business techniques.
- Well developed skill in oral and written communication with demonstrated skill to present CSU information to management and client.
- Familiar with OEMs' turbine controls, vibration monitoring, safety systems, and DCS.
- Proficiency in control valve set up and calibration and proficiency with various communication protocols (including Modbus TCP/IP, DNP3, OPC, IEC61850 etc.).
- Proficient in loop checking and validation.
- Proficiency in field process and analytical instrumentation Including flow meters, CIMS) installation, setup and calibrations requirements.
