Job Summary

The Lead Contract Specialist leads complex procurement and contract administration activities, managing large-scale solicitations, vendor negotiations, contract compliance, and procurement strategies. This role collaborates with executive leadership and internal stakeholders to oversee the full procurement lifecycle, ensure regulatory compliance, administer contracts, mentor procurement staff, and support strategic sourcing initiatives.

Duties and Responsibilities
  • Lead and manage large-scale procurement projects and solicitation activities.
  • Develop procurement strategies with internal stakeholders.
  • Prepare and review Requests for Proposals (RFPs), Invitations for Bids (IFBs), and procurement specifications.
  • Review contract awards, amendments, and procurement documentation for compliance.
  • Coordinate bid and proposal processes, evaluations, and procurement schedules.
  • Analyze bids, conduct cost and price analyses, and negotiate contracts and pricing.
  • Recommend contract awards and prepare procurement documentation.
  • Coordinate contract approvals and issue purchase orders.
  • Monitor contract performance, renewals, amendments, disputes, and claims.
  • Administer contracts in compliance with federal, state, and procurement regulations.
  • Maintain procurement records and documentation within approved systems.
  • Coach and mentor procurement staff on procurement and contract administration.
  • Lead customer service meetings and maintain relationships with internal departments.
  • Track procurement activities, timelines, and project progress.
  • Support procurement leadership with strategic sourcing initiatives and process improvements.
  • Perform additional procurement and contract management duties as assigned.

Requirements
  • Bachelor's degree (Master's degree, professional license, or certification preferred).
  • 8 years of related procurement or contract management experience.
  • Government procurement experience preferred.
  • Experience with strategic sourcing, supplier relationship management, and public procurement.
