Full Job Description
The Land Development Civil Engineer is responsible for managing a variety of land development projects from conception to completion. Main responsibilities include zoning analysis, performing feasibility studies, preparing massing studies, performing engineering and soil analysis, preparing concept drawings, coordination amongst consultants to include research and consideration of environmental factors, presentation of design proposals to partners, clients and municipal entities and overall project management.

ESSENTIAL FUNCTIONS:

Identify the clients' needs and assist in soliciting design proposals, identifying other key consultants needed (could include planners, architects, engineers/surveyors, environmental specialists, landscapers, traffic consultants, etc.), assist with negotiations and execute necessary consultant contracts and coordinate project responsibilities.
  • Create feasibility reports by assessing highest and best use, zoning analysis, understanding soil and other engineering conditions that exist.
  • Identify all municipal and other review fees necessary to build the proposed development.
  • Researching databases such as state, federal ordinance and municipal archives as needed.
  • Assesses title work as required to review deed restrictions, utility location and availability, identify and review any encumbrances, or other restrictions that can prevent development.
  • Draw and produce hand drawings and computer-generated conceptual drawings utilizing AutoCAD or other forms to generate site layouts and density sketches which include infrastructure plans
  • Assisting the team, as needed, in the overall due diligence of a project.
  • Ensure infrastructure plans meet zoning requirements and do not conflict with other municipal regulations
  • Monitor and submit plans and applications to municipality and governmental agencies as needed
  • Review and assist in the preparation of legal descriptions and easements
  • Prepare and present exhibits as necessary.
  • Provide regular status presentations to key stakeholders or partners.
  • Manage, meet and maintain all project budgets, timelines and other key dates.
  • Resolve all design and permitting issues as necessary.
  • Make regular site visits to check on project status.
  • Attend applicable municipal meetings (daytime and evening) as project and team representative.
  • Prepare bid packages as requested.
  • Collaborate with Development and Construction teams and other consultants to obtain all approvals applicable for the development and assist in obtaining all occupancy certificates when completed.
  • Monitor and assist with all release of all deposits, bonds, letter of credits, etc associated with any developments.

QUALIFICATIONS AND EDUCATION:
  • Bachelor's Degree or higher in Civil Engineering required. An Architectural Degree, in addition, is highly desirable.
  • Minimum 7 years experience in a similar role
  • Knowledgeable in building products, construction details and relevant rules, regulations and quality standards
  • Design experience that includes utilities, site layout, environmental factors, due diligence and permitting
  • Proficient in AutoCAD and other architectural and engineering computer software.
