Role OverviewThe KMI Operating Account Manager (KOAM) is responsible for day-to-day management of a classified COMSEC account and associated KMI/EKMS operations in accordance with applicable customer and government regulations. The role executes end-to-end accountability for COMSEC material and related assets, maintains accurate records in KMI systems, supports key generation and distribution, and ensures compliance through inventories, reconciliations, and reporting.
Success in this role requires strong attention to detail, disciplined execution, and the ability to apply independent judgment to resolve complex COMSEC and secure communications issues while maintaining continuity of operations.
Key Responsibilities- KOAM Ownership: Serve as the primary KMI Operating Account Manager (KOAM) for the assigned account.
- COMSEC Account Operations: Manage COMSEC account operations in accordance with customer requirements and applicable government regulations.
- Accountability & Control: Execute COMSEC/EKMS/KMI accountability requirements including receipt, custody, issue, safeguarding, transfer, inventory, and destruction of COMSEC material.
- KMI System Administration: Use KMI software to document accountability actions and maintain complete, accurate, and timely records; perform KMI registration, initialization, endorsements, and other account administration functions.
- Key Generation & Distribution: Generate and distribute electronic keys from national and service-level sources to End Cryptographic Units (ECUs) and other COMSEC-enabled devices.
- COMSEC Shipping & Documentation: Process incoming and outgoing COMSEC shipments and maintain all accountability documentation.
- Inventories, Reconciliations & Reporting: Conduct recurring inventories, reconciliations, compliance validations, and required reporting; track supersession dates, tracer actions, and submit accurate accounting reports on time.
- Asset Management: Manage fill devices, ECUs, secure telephone equipment, and other COMSEC-related assets, ensuring lifecycle accountability and availability.
- Equipment Support & Troubleshooting: Perform or support software loads, updates, troubleshooting, maintenance coordination, and secure equipment initialization activities as needed.
- Training & Guidance: Provide training and functional guidance to users, engineers, production personnel, assemblers, and other stakeholders on COMSEC accountability, security, compliance, and local operating procedures.
- Problem Solving & Continuity of Operations: Apply technical knowledge and independent judgment to resolve complex communications and COMSEC issues while maintaining continuity of operations and regulatory compliance.
- Cross-Functional Coordination: Coordinate across functional teams to support production, manufacturing, depot, and secure communications mission requirements.
Required Qualifications- Citizenship / Contract Requirement: This role requires use of technical data subject to U.S. Government contract restrictions and is open only to U.S. Citizens. GE will require proof of status prior to employment.
- Education: Bachelor’s degree from an accredited university or college
- Experience: 3-5+ years of relevant experience in COMSEC, KMI, EKMS, telecommunications, or secure communications support
- COMSEC Account Experience: Experience managing a classified COMSEC account in accordance with applicable customer or service regulations
- KOAM Experience: Experience serving in or directly supporting KOAM responsibilities
- Knowledge: Working knowledge of COMSEC, EKMS, and KMI standards, policies, and accountability requirements
- Keying Experience: Experience with electronic key generation and distribution to ECUs
- Shift Work: Available to work rotating schedules including nights, weekends, and holidays to support 24/7 operations
- Security Clearance: Must have an active Top Secret U.S. Government security clearance or the ability to obtain and maintain one, as required by the role
