The Position:This position is awaiting contract award.We are seeking a highly organized and analytical
Journeyman Foreign Military Sales (FMS) Analyst to support international defense cooperation and sustainment programs for the F/A-18 variants program at
NAS Patuxent River. In this mid-level role, you will lead the day-to-day coordination, execution, lifecycle tracking, and financial monitoring of active FMS cases for global partner nations. You will apply structured program management techniques to ensure international case requirements, financial metrics, and modification timelines are executed in strict compliance with Navy and Department of Defense (DoD) policies.
Responsibilities:- Coordinate and track the development of Letters of Request (LOR), Letters of Offer and Acceptance (LOA), price and availability (P&A) data, and formal case amendments/modifications for F/A-18 fleets.
- Monitor, reconcile, and analyze FMS case funding. Develop and track obligation and expenditure phasing plans, verify case budgets, and assist with case reconciliation and closure processes.
- Collect, organize, and interpret data to prepare comprehensive program status reports, schedules, and background briefs for international partners and NAVAIR leadership.
- Serve as a primary operational interface between the NAVAIR program office (PMA) technical teams, international military representatives, U.S. government entities, and industry defense contractors.
- : Ensure all case execution activities strictly comply with the DoD Financial Management Regulation (FMR), Security Assistance Management Manual (SAMM), and International Traffic in Arms Regulations (ITAR) export control guidelines.
Qualifications:- Must possess or be able to obtain a Department of Defense (DoD) Secret Security Clearance to access the airfield and military installation.
- Bachelor of Arts (BA) or Bachelor of Science (BS) degree from an accredited institution.
- 3 to 10 years of direct experience in DoD acquisition, financial tracking, or security cooperation program management performing the functional duties described above.
- Strong analytical capabilities, high proficiency in Microsoft Excel for financial data manipulation, and the cross-cultural communication skills necessary to interface with international stakeholders.
- Desired Systems & Domain Expertise:
- Hands-on experience using specialized FMS and DoN automated accounting/budgeting systems such as DSAMS, MISIL, and Navy ERP (NERP).
- Familiarity with Department of the Navy (DoN) procurement policies, procedures, and international program review (PRM) workflows.
