Job Description:

Parsons is seeking a Technical Director with deep expertise in the tolling, vehicle, or traffic technology environment to lead all aspects of IT delivery for the multiple governmental Safety and Emissions Programs. This senior leadership role will be responsible for overseeing development, production support, maintenance, modernization, innovation, and cloud transformation across a complex, high-availability technology ecosystem.

The ideal candidate brings a strong blend of technical depth, delivery leadership, and operational excellence, with experience leading multi-disciplinary teams of approximately 40 professionals across software engineering, support, infrastructure, database, and application operations. This role requires a leader who can align technology strategy with program outcomes, drive modernization initiatives, and ensure reliable, secure, and scalable service delivery.

Key Responsibilities

Leadership & Delivery
  • Lead and manage all aspects of IT delivery, including:
    • Application development
    • Production support
    • Application maintenance
    • Incident and problem management
    • Release management
    • Continuous improvement
  • Provide leadership to a team of 40+ technical professionals, including software developers, architects, database specialists, support personnel, and technical leads.
  • Establish clear goals, performance expectations, delivery standards, and accountability across the team.
  • Partner with program leadership, business stakeholders, and client representatives to ensure alignment between technical execution and operational objectives.
  • Drive a culture of collaboration, technical excellence, innovation, and service reliability.

Technical Strategy & Architecture
  • Define and execute the technology roadmap for a complex vehicle/tolling/traffic/regulatory program environment.
  • Lead modernization efforts for legacy and existing systems, including migration to scalable, cloud-enabled architectures.
  • Ensure solutions are designed for performance, resilience, maintainability, security, and scalability.
  • Provide oversight on architecture and full-stack development practices across web, middleware, database, and cloud environments.
  • Champion adoption of emerging technologies and innovative delivery approaches, including AI-enabled capabilities, automation, and advanced analytics where appropriate.

Application Development & Support
  • Oversee end-to-end software delivery across the full application lifecycle, from requirements and design through development, testing, deployment, support, and enhancement.
  • Ensure stable and effective support models are in place for business-critical applications and services.
  • Lead issue resolution for major incidents and critical production challenges.
  • Maintain high service levels and operational continuity in a mission-critical public-sector technology environment.

Cloud, Modernization & Innovation
  • Lead cloud strategy and implementation efforts, with a strong focus on AWS and Azure.
  • Drive transformation initiatives involving:
    • Application modernization
    • Cloud migration
    • DevOps enablement
    • Automation
    • Performance optimization
  • Promote innovative thinking across the team while balancing operational stability, compliance, and delivery commitments.
  • Ensure the organization remains current with best practices in cloud, full-stack engineering, AI literacy, and digital transformation.

Governance, Quality & Compliance
  • Establish delivery governance, technical standards, and quality controls across all workstreams.
  • Ensure compliance with security, privacy, regulatory, and operational requirements relevant to the Ontario Safety and Emissions Program.
  • Oversee risk management, change management, and release governance for all technical services.
  • Provide regular reporting on delivery performance, operational health, risks, and roadmap progress.


Experience
  • Bachelor's Degree or equivalent work experience
  • 10+ years experience within a technical field or related industry
  • 2+ years experience in a team leader/managerial role
  • Strong experience in tolling, vehicle, traffic, transportation systems, or related technical environments
  • Hands-on and strategic experience with AWS and Azure and broader cloud transformation initiatives
  • Strong understanding of full-stack application development, including frontend, backend, APIs, and database layers
  • Experience with React and modern web application frameworks
  • Strong experience with .NET and Java-based enterprise systems
  • Deep knowledge of database technologies, including Oracle, data modeling, performance tuning, and application integration


Preferred Qualifications
  • Experience delivering technology programs in the public sector, transportation, mobility, tolling, or highly regulated environments.
  • Familiarity with high-volume transaction systems, customer-facing digital platforms, and operational service environments.
  • Experience with Agile, DevOps, CI/CD, and modern software engineering practices.
  • Knowledge of application monitoring, observability, cybersecurity practices, and service management frameworks.
  • Experience supporting large-scale modernization of legacy systems into cloud-based or hybrid architectures.

Salary Range: $148,300.00 - $266,900.00
