Selectee may be non-competitively extended up to 5 years if/when funding becomes available or position becomes unencumbered.The primary purpose of the IT SPECIALIST (INFOSEC), GS-2210-12, is to manage the State level CommunicationSecurity Program (COMSEC) in accordance with the governing policies. Provides oversight of allCOMSEC accounts located in the State/ Commonwealth/Territory and resolves complex issuesrelated to COMSEC with external organizations.
- Manages the Command's Communication Security (COMSEC) Program and serves as the installation COMSEC Account Manager for a National Guard state Headquarters as the technical expert/authority responsible for all aspects of safeguarding, accounting, and supply control of COMSEC material. Maintain accurate documentation for inventories, issuance, destructions, possession, and reports in accordance with current regulations, guidance, and procedures. Generate, maintain and submit paperwork to appropriate authority IAW regulation and policy. Coordinates the receipt, preparation, issuance and destruction of all COMSEC material for the account. Responsible for the maintenance, patching, and upgrades to the key management information system(s).
- Conducts audits and inspections of subordinate accounts, and coordinates with applicable organizations/offices to resolve complex COMSEC issues. Conducts inspections of peer organizations when requested. Ensures the physical security and proper storage of the commands COMSEC facilities across the state/territory. Develop and update Risk Assessments, Emergency Plans, and all others planning material IAW regulation and policy. Report findings of audits/inspections to the command develop any account remediation plans as a result of an inspection or audit for command review. Ensures the states' and subordinate unit COMSEC programs comply with higher governing authority policies and guidelines.
- Ensures individual training and compliance necessary to maintain required COMSEC account access and Information System Privileged Access to perform required roles and functions across all COMSEC accounts. Provide training and resources for accounts holders on the safeguarding, accounting, and supply control of COMSEC material, as well as the function and usage of COMSEC devices, equipment and key generation.
- Advises the Command on the development and implementation of COMSEC related policy and procedures based on higher agency policies, directives, and command requirements. Possess knowledge of the principles, policies, and procedures involved in ensuring the security of communication services and data, and maintaining the communications environment on which it resides.
The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force.

- Position is designated as OV-MGT-002 within the Defense Cybersecurity Workforce as guided by NIST SP 800-181; National Initiative for Cybersecurity Education, Cybersecurity Workforce Framework. Which establishes the Tasks, Skills, Knowledge and Abilities expected of this position.
- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. Head of Agency requests to exceed 14days in a calendar year must be approved in advance.
Security Clearance: at a minimum a National Agency Check is required prior to position assignment.
QualificationsIT SPECIALIST (INFOSEC), GS-2210-12: Must have at least one year of specialized experience, equivalent to at least the GS-11 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization; experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls; experience that required adaptations of guidelines or precedents to meet the needs of the assignment; and experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.

This is an Excepted Service position. Applicants who currently hold a Competitive Service status and is offered a position with the California National Guard, will lose their Competitive Service status to become Excepted Service. Competitive Service applicants who are Career and have completed the three year service requirement permanent tenure (Block 24 reflects "1") are eligible for lifetime reinstatement rights. Competitive Service applicants who are Career Conditional and have not completed the three year service requirement (Block 24 reflects "2") are eligible for three year reinstatement rights.
As a condition of employment, new appointees are required to serve a trial period. Individuals who are initially appointed to a permanent or indefinite position in the CMD must complete a one (1) or two (2) year trial period subject to appointment type (DSMT or T5) and veteran's preference. Trial periods for federal excepted service employees are established under 5 CFR Chapter I, Subchapter A-Part 11.
