Nature of WorkUnder general supervision of the Network Manager, and in direct coordination with the Systems Administrator/Security Officer, performs security related duties and oversight with considerable focus on law enforcement security and compliance. Performs a variety of complicated tasks while relying on experience and judgment to plan and accomplish goals. Primary responsibility will be to manage and monitor information security policies and procedures, to participate in audit exercises and remediation, and to protect and support the City of Leesburg's infrastructure. Perform specialized technical work in providing administration, support and consultation. Work also involves securing operating systems, administering routers, firewalls, and security solutions, correcting problems with network software and hardware, and assisting other City personnel with problem determination.
Essential Job Functions• Analyzes existing technologies and solutions in an effort to continually increase the security profile of the City.
• Works closely with Public Safety and IT staff to maintain high levels of adherence to all required governance standards.
• Prepares documentation, policies, procedures, training, and other communication for users, guiding the City in enhancing its overall security posture.
• Oversees penetration testing of all systems to identify system vulnerabilities.
• Utilize software-reporting tools to create and distribute pertinent statistical reports to departmental administrators and supervisors.
• Coordinate and assist with all security-related interactions within the organizational elements involved in cyber security including following and maintaining security policies and procedures and disaster recovery.
• Coordinate and oversee the end-user cyber security awareness training and compliance program.
• Investigates, analyzes, and responds to cyber incidents within the network environment.
• Assist in implementing technical security on systems related to cyber security and implementing of existing and new security measures.
• Follow IT procedures for personnel to ensure a professional and timely response to software and hardware support requests, provide telephone support, and maintain work orders and properly document.
• Assist in system and network projects to keep the City in compliance with copyright and licensing agreement laws.
• Assist in technical writing and documentation coordinating as required.
• Attends work on a continual and regular basis.

Minimum Requirements - Bachelor's Degree in Computer Science, Computer Programming, Computer or Network Security, or related field with four (4) years of experience, preferably in a governmental setting; or an equivalent combination of training and experience which provides the required knowledge, skills, and abilities. Proven experience in administering firewalls, intrusion prevention and detection systems, network security management, and endpoint security.
- Requires a thorough knowledge of advanced networking theory and security. Experience in creating policies and procedures designed to meet industry standard governance requirements, including but not limited to: NIST CSF, CIS Controls, FBI/CJIS, and NERC. Experience in Public Safety environments highly preferred.

- Requires a valid State of Florida driver license.

Health Insurance: Health Insurance is effective after 90 days of employment. Employees may elect a PPO or HMO plan. Provider is BCBS of Florida.
Dental Insurance: Dental Insurance is effective after 90 days of employment. Employees may elect a PPO or HMO plan. Provider is Mutual of Omaha.
Vision Insurance: Vision Insurance is effective after 90 days of employment. Provider is Mutual of Omaha.
Employee Wellness Center: Free to employees, dependents, and retirees who are enrolled in the City's health insurance. The EWC provides free onsite Health Risk Assessments, doctor appointments, basic lab work, and some generic prescriptions.
Retirement: A (401A) non-contributory defined contribution pension is provided for general employees. The City contributes 5%.Certified Police employees join the Chapter 185 Plan which requires employees contribute a predetermined percent into the plan. Certified Fire employees participate in a plan which exceeds the requirements of Chapter 175 and which requires employees contribute a predetermined percent into the plan.
All employees may elect to tax defer an amount allowed by the IRS to a 457 deferred compensation account
Life Insurance: $50,000.00 policy - 50% at age 70 for general employees, police and fire - 100% premium paid.
Bereavement Leave: 24 hours of leave with pay.
Holidays: 11 paid holidays.
PTO Sell Back program: Employees are eligible to sell PTO time back to the City, a maximum of 2 times per fiscal year for a total of 160 hours. Employees can only sell back as much PTO time as they have actually used in the previous 12 months. Employees covered by a CBA may sell time a maximum established by their written bargaining agreement.
Computer Purchase: The City will finance the employee's purchase of an approved computer system up to $1,000.00. Total of loan divided by 39 payroll deductions.
Fitness Programs: The City will pay 50% payment of the monthly fee for the employee and spouse for one fitness center each. Participating centers are: Not the Norm Crossfit, Planet Fitness, Anytime Fitness, and Infinity Fitness.
Safety Shoes: The City will pay up to $150.00 per year for the cost of one pair of approved safety shoes/boots for those positions requiring safety shoes/boots.
