Torch Technologies is seeking an
International Case Manager to provide Foreign Military Sales (FMS) case support to the Aviation Mission Systems and Architecture (AMSA) International Team. This position supports case development, execution, analysis, and lifecycle management in alignment with U.S. Army and FMS regulatory requirements. The role requires the ability to coordinate across functional organizations, advise leadership on case status and requirements, and ensure the accuracy, feasibility, and timeliness of all FMS-related activities.
As an International Case Manager, your duties will include the following, but are not limited to:- Provide case support to the AMSA International Team in direct support of Security Cooperation customers.
- Execute and track assigned tasks to completion, ensuring compliance with FMS requirements and AMSA portfolio priorities.
- Assess, evaluate, and advise leadership online-item-specific equipment for feasibility and correctness within the AMSA portfolio.
- Provide input for the development and deconfliction of program schedules.
- Provide data and recommendations for procurement planning and forecasting to determine demand for AMSA-managed items.
- Develop, review, and execute FMS case actions including Pricing and Availability (P&A) Sheets, Letters of Offer and Acceptance (LOAs), Amendments, and Modifications for DSAMS entry.
- Coordinate and define case scope, pricing inputs, and documentation requirements with supporting organizations.
- Apply requirements for Technology Security and Foreign Disclosure (TSFD) to all FMS case activities.
- Prepare Manpower and Travel Data Sheets (MTDS) with proper identification of C9.T2 row numbers for DSAMS input.
- Review Letters of Request (LORs) for accuracy, completeness, funding source, and country-specific requirements in accordance with the Security Assistance Management Manual (SAMM).
- Support International Program Managers (IPMs) to ensure Required Delivery Dates (RDDs) are met and case line items are accurately written and priced.
- Monitor FMS case financial execution, including funds expiration, obligation rates, and cost performance, and provide regular status updates to leadership.
- Support CONUS and OCONUS Program Management Reviews (PMRs), Working Level Meetings (WLMs), training events, and recurring internal reviews.
- Ensure cost, schedule, and performance objectives are achieved for all system deliveries to international partners.
- Ensure case execution aligns with governing regulations including the Arms Export Control Act (AECA).
- Assist government customers in identifying, modifying, and implementing procedures to improve the effectiveness and efficiency of FMS activities and processes.
- Provide technical assistance to customer staff on matters related to daily FMS execution and planning.
- Work independently to support multiple systems and concurrent FMS functions with minimal supervision.
- Track FMS technical assistance activities, identifying shortfalls and recommending corrective actions.
- Draft and present briefings to O-6 level leadership and international customers in support of PMRs, working groups, and technical engagements.
- Coordinate updates for program status, case progress, and forecast reporting.
- Utilize the Centralized Integration System International Logistics (CISIL) to support case management activities.
Qualifications- U.S. Citizenship.
- Active Secret security clearance.
- Bachelor's Degree
- 5+ years or related experience
- Experience supporting Army Aviation or Army Missile programs preferred.
- Knowledge of Army Acquisition processes and lifecycle management.
- Knowledge of contract processes, including the ability to draft Statement of Work input and review Contract Data Requirements Lists (CDRLs).
- Experience writing and executing FMS cases.
- Experience developing Pricing and Availability (P&A) Sheets and LOA documentation.
- Strong communication, analytical, and organizational skills.
- Ability to work independently while supporting multiple systems and customers.
Preferred Qualifications- Experience supporting PEO Aviation, Army Contracting Command, or other Army acquisition organizations.
- Experience supporting AMSA portfolio programs.
- Experience with international programs, Security Cooperation processes, or FMS case management.
- Experience preparing technical, programmatic, or contractual documentation in support of FMS activities.
Schedule: M-F, 40 hrs per week
Work Location: Onsite, Redstone Arsenal, Alabama
Travel: Yes, CONUS and OCONUS travel up to 40 percent
