Essential Function

Responsible for the day-to-day management of OneNet's network infrastructure operations and technical workforce, including staff supervision, performance management, resource allocation, and operational planning to ensure reliable, secure, and highly available technology services. Coordinates and manages internal and external projects for OneNet, leading the planning, implementation, and deployment of new technologies, programs, services, and other designated strategic initiatives. Ensures successful project execution through effective stakeholder engagement, resource coordination, risk management, and schedule oversight.

Responsibilities and Duties
• Manage the day-to-day operations of the infrastructure group.
• Develop and assign installation, maintenance tasks for network technicians and operation of network infrastructure, facilities, and systems.
• Coordinate field operations, circuit provisioning, and troubleshooting with engineering teams, NOC, vendors, and customers.
• Manage fiber optic construction, testing, and maintenance activities to support new subscriber connections.
• Monitor physical security, access, and environmental conditions of network facilities.
• Provide backup support to the Director of Network Infrastructure and other leadership as needed.
• Support customer outreach efforts in coordination with communications staff.
• Develop and maintain standard operating procedures for installation, maintenance, testing, and monitoring of network and facility systems.
• Maintain circuit, subscriber, and optical infrastructure databases and documentation.
• Recommend equipment and materials for operations and new installations; coordinate with vendors as needed.
• Assist with project schedules, estimates, resource coordination, status reporting, milestone tracking, and stakeholder communication.
• Coordinate technical project activities and support execution across internal teams and external partners.
• Support project coordination processes to ensure projects remain on time, within scope, and aligned with customer expectations.
• Assist with timelines, budget tracking, labor planning, and project documentation.
• Translate project requirements into actionable tasks and support delivery of customer solutions.
• Track and report project progress; communicate milestones, risks, and status updates.
• Support status meetings, prioritization efforts, and project-related communications.
• Assist in the evaluation, testing, and deployment of new technologies.
• Assist with task coordination, training, and cross-training efforts to support team development and operational readiness.
• Perform site audits, support reliability improvements, and contribute to overall WAN performance and availability.
• Assist with 24x7 network monitoring efforts to maintain service quality and customer satisfaction.
• Responsible for recommending hiring, firing, advancement, promotion, or other changes in assigned employee(s) status.
• Perform other duties as assigned.

Minimum Qualifications

Bachelor's degree in business, computer science or related field and two (2) years of project management, technical support, and leadership responsibilities within the IT field; or an equivalent combination of education and experience. Proven ability to coordinate with staff and management to maintain timelines is essential. LAN/WAN infrastructure experience with knowledge of Microsoft, networking components, and project tracking tools is critical. Experience with data and voice communications, plus a comprehensive understanding of computer hardware and software is required. Must maintain a valid Oklahoma driver's license. Some travel is required.

Preferred Qualifications

Experience coordinating technical projects, maintaining project documentation, and supporting cross-functional teams is preferred.

Supervision

The employee performs work under the supervision of the Director of Network Infrastructure.

Work Hours
Agency offices are open to the public from 8 A.M. to 5 P.M. Monday through Friday. These are the normal office hours for Agency employees.

Physical Demands

Ability to remain in a stationary position for extended periods of time. Ability to operate a computer, keyboard, photocopier, telephone, calculator and other office equipment. Ability to use a computer screen and printed material, to communicate clearly, physical ability to lift up to 25 pounds, and to perform tasks that may require bending, stooping, and reaching. Must use the proper method to manually handle equipment, including but not limited to dollies, carts, and lift team members. Duties are normally performed in an office environment with a moderate noise level. Ability to operate a motor vehicle.
