Summary
The Industrial-Organizational Psychologist serves as the Strategic Workforce Planning and Analytics Lead supporting a Department of Defense (DoD) client in Quantico, Virginia. This position provides strategic human capital consulting, workforce planning, organizational development, and analytics expertise to support enterprise-wide Human Capital Management Office (HCMO) initiatives.
The successful candidate will lead strategic workforce planning efforts, develop evidence-based human capital solutions, and support organizational transformation initiatives through research, analytics, facilitation, and change management. This individual will work collaboratively with senior government leadership and multidisciplinary teams to improve organizational effectiveness and align workforce strategies with mission objectives.
Essential Duties and Responsibilities
- Lead strategic workforce planning initiatives to support current and future mission requirements.
- Conduct workforce analyses, environmental scans, trend analyses, and organizational assessments to inform strategic decision-making.
- Design, develop, and implement evidence-based human capital strategies aligned with DoD priorities.
- Develop executive-level reports, briefings, dashboards, white papers, job aids, standard operating procedures, and strategic recommendations.

- Benchmark human capital programs and best practices across government, industry, and academic organizations to identify opportunities for continuous improvement.
- Analyze workforce metrics and organizational data to identify trends, risks, and recommendations.
- Prepare and present findings to executive leadership in both written and oral formats.
- Collaborate with government stakeholders to develop strategic requirements, implementation plans, and performance measures.
- Serve as a trusted advisor to leadership during organizational transformation and modernization efforts.
- Manage multiple concurrent projects while ensuring quality, timeliness, and customer satisfaction.
Minimum Qualifications
Education
- Master's degree in Industrial-Organizational Psychology, Organizational Psychology, Organizational Development, Human Resources, Behavioral Science, or a closely related discipline.
- Equivalent combination of advanced professional experience and education may be considered in lieu of the degree requirements.
- Must be a U.S. Citizen
- Ability to occasionally travel

- Demonstrated experience supporting strategic workforce planning and human capital initiatives.
- Experience supporting Department of Defense (DoD) or Federal Government organizations preferred.
- Experience leading organizational change and transformation initiatives.
- Experience conducting workforce analytics, organizational assessments, and strategic planning.
- Experience facilitating executive-level meetings, workshops, and strategic planning sessions.
- Experience producing executive briefings, reports, policy documents, and strategic recommendations.
