Job Description Summary:The High Voltage Preconstruction Project Manager is responsible for leading all preconstruction activities for high-voltage electrical infrastructure projects, including substations, transmission lines, renewable energy interconnections, battery energy storage systems (BESS), and industrial power distribution systems. This role manages project planning, estimating, scheduling, budgeting, constructability reviews, procurement strategy, risk assessment, and client coordination to ensure successful project execution from concept through construction handoff.

Position Responsibilities and Duties: Preconstruction Leadership
- Lead preconstruction efforts for high-voltage electrical projects ranging from 12kV through 500kV+ systems.
- Oversee project planning, budgeting, scheduling, and constructability reviews.
- Develop project execution strategies that align with client objectives and company goals.
- Coordinate preconstruction deliverables from project inception through construction turnover.
Estimating and Cost Management
- Prepare conceptual, budgetary, and detailed cost estimates.
- Analyze engineering designs, specifications, and bid documents.
- Review labor productivity, equipment requirements, and material pricing.
- Develop quantity takeoffs and identify cost-saving opportunities.
- Maintain estimating databases and market pricing trends.
Client and Stakeholder Management
- Serve as the primary preconstruction point of contact for clients, utilities, consultants, and internal stakeholders.
- Participate in project pursuit and proposal presentations.
- Facilitate project kickoff meetings and stakeholder alignment sessions.
- Build and maintain strong client relationships throughout the project lifecycle.
Risk Assessment and Constructability
- Identify project risks related to scope, schedule, procurement, labor, permitting, and site conditions.
- Lead constructability reviews and value-engineering initiatives.
- Develop mitigation strategies and contingency plans.
- Review project execution plans for safety, quality, and operational efficiency.
Schedule Development
- Collaborate with engineering, operations, and procurement teams to develop detailed project schedules.
- Identify long-lead equipment requirements, including transformers, breakers, switchgear, and protection systems.
- Monitor critical path activities and project milestones.
Procurement and Vendor Management
- Support procurement strategy development.
- Solicit and evaluate vendor and subcontractor proposals.
- Develop bid packages and scopes of work.
- Analyze supplier capabilities and delivery schedules.
Cross-Functional Coordination
- Collaborate with engineering, operations, finance, procurement, and business development teams.
- Ensure alignment between project estimates, schedules, and execution plans.
- Facilitate smooth handoff from preconstruction to construction operations.
Minimum Skills or Experience Requirements - Bachelor's degree in Construction Management, Engineering, Electrical Engineering, Project Management, or related field preferred.
- Equivalent industry experience may be considered.
- 7+ years of experience in electrical construction, high-voltage projects, estimating, or project management.
- 3+ years of experience leading preconstruction activities preferred.
- Experience with substations, transmission lines, utility-scale solar, wind, BESS, or industrial electrical projects.
- Experience managing projects exceeding $10M preferred.
- Familiarity with:
