Human Service Deputy Director

General Statement of Duties

Position provides directive/managerial work planning, organizing, coordinating and directing the administrative operations of DSS. Position also directs in the absence of the County Social Services Director.

Distinguishing Features of the Class

Position is responsible for directing managers/supervisors, professional, paraprofessional, and support staff in the delivery of agency services, providing leadership and direction for program development, establishing program standards and monitoring and evaluating quality of service delivery systems. Position performs duties and responsibilities with considerable independent judgment under the general supervision of the County Social Services Director.

Illustrative Examples of Work

  • Provides day-to-day supervision of Social Work Administrator, Program Manager and Supervisory and/or line staff.
  • Evaluates the various programs to determine their efficiency and effectiveness,
  • Keeps the Director advised of the effectiveness of those programs.
  • Initiates changes to improve programs.
  • In conjunction w/ the Director, plans and ensures agency effectiveness regarding administrative, operational and services
  • Ensures that areas of responsibility are meeting state requirements, following state policy, federal and state law
  • Maintain and track data regarding programmatic performance in programs of responsibility
  • Develop corrective action plan when agency is not meeting goals or state requirements
  • Works with the Director to develop and implement policies and procedures
  • Ensures policies and procedures are adhered to and acts, when they are not
  • Provides leadership and assistance to the Agency Administrators and supervisors in setting both Agency and program goals/objectives, including long and short-range goals and objectives.
  • Establishes procedures for performance appraisals and participates in disciplinary actions.
  • Conducts performance appraisals, provides guidance and direction to supervisors and program administrators in personnel issues in consultation with the Director
  • Reviews, approves and forwards performance appraisals.
  • Consults with the Agency Director and Fiscal Officer in preparing for the annual budget based on current needs and available/projected resources.
  • Monitors the State budget reports to assure maximization of all resources, ensure funding streams are maximized
  • Develops and implements contracts and ensures that providers are in compliance with both financial and program requirements.
  • Adheres to the department and county rules and regulations.
  • Mandatory emergency shelter duty should the need arise
  • Other duties as required.

Knowledge, Skills and Abilities
  • Thorough knowledge of principles, methods and techniques of efficient administration, including interpersonal communication, personnel administration, budgeting, accounting, planning, program evaluation and office management.
  • Thorough knowledge of human services administration.
  • General knowledge of social, medical, mental and economic factors of the community served.
  • Ability to plan, coordinate and direct a staff of technical, professional, clerical and medically related personnel.
  • Ability to interpret and apply laws and policies to specific problems relating to agency activities.
  • Ability to establish and maintain effective working relationships with agency personnel, county officials and the general public.
  • Ability to interact with management and supervisory staff.
  • Ability to lead staff in the accomplishment of their tasks and goals resulting in success for the Agency.
  • Must be very organized and have excellent time management skills.
  • Ability to communicate effectively both written and verbal.


Physical Requirements
  • Must be able to physically perform the basic life operational support functions of reaching, standing, walking, fingering, grasping, talking, hearing and repetitive motions.
  • Must be able to perform sedentary work exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to move objects.
  • Worker is required to have close visual acuity to prepare and analyze data and figures, perform accounting and transcription, work on a computer terminal and perform extensive reading.
  • Worker is subject to inside environmental conditions: Protection from weather conditions but not necessarily from temperature changes.
  • Worker is not substantially exposed to adverse environmental conditions (such as in typical office or administrative work).


Education and Experience

Master's degree in public administration, business administration, social work, or human services field and two years of management experience in a human services agency or business, with a preference for one year of management experience in a human services agency; or, graduation from an accredited four-year college or university with a human services, business or related degree and four years of management experience in a human services agency or business, with a preference for two years of management experience in a human

services agency.
