What Is The Opportunity? Scarborough Transit Connect (STC) was selected by Metrolinx to deliver the Scarborough Subway Extension - Stations, Rails and Systems (SSE-SRS) package. The Scarborough Subway Extension will bring the TTC's Line 2 subway service nearly eight kilometers farther into Scarborough. It will extend from Kennedy Station to Sheppard Avenue and McCowan Road, providing quick and seamless transit for those heading into and out of the downtown core and those travelling within Scarborough. The extension will replace Line 3 (the Scarborough RT), helping to reduce travel times and improve access to jobs, schools and other key destinations throughout the city.
As part of the Scarborough Transit Connect project based in Scarborough, Aecon is looking for a qualified Human Resources Business Partner to join our team.
Reporting to the Human Resources Manager, the Human Resources Business Partner is embedded with construction operations and provides hands-on HR and labour relations support across active project sites. The role partners closely with construction leaders, superintendents, forepersons and site teams, with a significant focus on labour relations, collective agreement administration and effective relationships with union representatives. The successful candidate must bring construction-sector experience and demonstrated experience interfacing with LiUNA Local 183 and IUOE Local 793.
What You Will Do- Maintain a regular presence at active construction sites and develop a strong understanding of construction schedules, workforce requirements, subcontractor interfaces and site-level people risks.
- Partner with construction leadership on workforce mobilisation and demobilisation, hiring and dispatch needs, onboarding, transfers, layoffs, terminations, attendance, conduct and performance matters.
- Coach superintendents, forepersons and project leaders on consistent people practices, documentation, issue resolution and application of HR and labour relations requirements.
- Identify emerging workforce or labour issues early and provide practical recommendations that support safe, productive and uninterrupted construction operations.
- Coordinate with Payroll, Benefits, Talent Acquisition, Health and Safety and project controls to resolve site workforce issues accurately and promptly.
- Serve as a day-to-day HR and labour relations contact for unionised construction activities, working directly with union business representatives and job stewards, including LiUNA and IUOE Local 793.
- Interpret and support the consistent administration of applicable collective agreements, including provisions related to classifications, hiring or dispatch, hours of work, overtime, premiums, pay, benefits and pension contributions, union security, layoffs, discipline, grievances and subcontracting.
- Manage or support grievances from initial review through resolution, maintain accurate case documentation and prepare materials for labour-management meetings, mediation, arbitration or legal review as required.
- Support investigations and progressive discipline involving bargaining-unit employees, ensuring decisions are timely, fact-based, well documented and aligned with collective agreement obligations.
- Build constructive relationships with union representatives and participate in labour-management meetings to address concerns, resolve disputes and support effective project delivery.
- Monitor labour relations trends, jurisdictional or trade-interface concerns and potential workforce disruptions, escalating risks and recommending mitigation strategies.
- Partner with managers on employee relations matters, workplace investigations, performance concerns, progressive discipline and resolution strategies, while managing risk and ensuring timely follow-through.
- Advise, counsel and coach managers and employees on company policies, employment practices, performance management, objective setting and Individual Development Plans.
- Support employee movement, including promotions, demotions, transfers, relocations, retirements, layoffs and terminations, balancing organisational and employee needs.
- Complete compensation analysis for new hires, promotions, transfers and other workforce transitions, and present recommendations to business leaders.
- Participate in year-end compensation and incentive plan activities, including base-pay review, incentive administration and distribution of employee letters.
- Facilitate talent and capability reviews, support succession planning, identify development needs and coordinate appropriate learning solutions.
- Handle confidential and sensitive information with integrity, sound judgement and professionalism.
Experience You Will Bring- Post-secondary education in Human Resources Management, Industrial Relations, Business Administration or a related discipline.
- A minimum of five years of progressive Human Resources or Labour Relations experience, including direct experience supporting construction operations and active project sites.
- Demonstrated experience interfacing with LiUNA Local 183 and IUOE Local 793 is required.
- Practical experience interpreting and administering construction collective agreements and managing grievances, discipline, layoffs and union-related workforce issues.
- Strong knowledge of construction operations, site workforce practices and the pace and complexity of a major infrastructure project.
- Proven ability to build credible relationships with construction leaders, superintendents, forepersons, union representatives and bargaining-unit employees.
- Strong investigation, negotiation, conflict-resolution, documentation and problem-solving skills.
- Ability to work independently, manage urgent site matters and travel regularly between construction sites and project offices; flexibility to support off-shift or weekend work when operationally required.
- Proficiency in Microsoft Office; experience with SAP or another enterprise HR system is an asset.
- CHRL designation, or progress towards the designation, is an asset.

The expected pay range for this role is $85,000 - 95,000 per year.
