Job DescriptionGENERAL DESCRIPTION:The Texas Division of Emergency Management (TDEM) is an emergency response entity and this status can affect working hours, travel, and change in duties as needed. The Human Resources Operations Lead (HR Ops Lead) performs advanced and skilled HR duties providing comprehensive administration of assigned daily operations duties under the TDEM HR Division. This position produces, develops, coordinates, delivers and manages HR content essential to HR operations and serves as a subject matter expert on assigned HR functions. Advises management and staff on specialized areas, rules, policies, regulations, and standard administrative procedures related to human resources management. May conduct audits of human resources functions to ensure compliance with policies and procedures. Work involves establishing goals and objectives; developing guidelines, procedures, and policies; ensuring timelines, priorities, standards and achieving deliverables of HR projects and assignments. Duties may include supervision of staff and the exercise of discretion and independent judgment with respect to matters of significance for the division and agency. Works under minimal supervision, with latitude for the use of initiative and independent judgment.
Position is located at the TDEM Headquarters located in Austin, Texas.
This position is not a telecommuting position.
This position is considered at-will status and serves at the discretion of the head of the agency.
*Salary is a fixed rate and is non-negotiable.ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:- Performs independent and advanced senior level office work that is directly related to the HR business needs of the agency.
- Collaborates with the Chief Human Resources Officer (CHRO) or designee to manage the business needs of the division and further operations.
- Develops, coordinates, delivers and manages assigned HR operations to ensure effective and efficient administration on areas such as talent management, benefits and leave programs, and projects related to HR objectives, and compliance.
- Oversees and implements the agency's HR business goals and objectives coordinating with HR Leadership.
- Manages and monitors assigned business processes in accordance with internal and external regulatory requirements, best practices, and agency needs.
- Reviews, provides consultation and advises on hiring, Texas A&M University System (TAMUS) classifications, pay, job descriptions and interview questions for the agency as a subject matter expert (SME).
- Collaborates with various leadership groups to identify and address agency needs, such as succession planning, recruiting efforts, and retention strategies.
- Provides expert guidance and oversight to divisions and management regarding HR practices, TDEM processes and procedures, compliance, laws, and regulations to ensure consistent application.
- Ensures compliance with state, TAMUS and federal laws and regulations.
- Research and analyzes data trends on hiring for required reporting.
- Completes human resources-related surveys and questionnaires.
- Represents TDEM for HR assigned work groups under TAMUS.
- Participates, trains and presents on behalf of TDEM HR in learning and development opportunities.
- Develops schedules, priorities, and standards in executing initiatives to ensure efficiency and deliverables.
- Serves as a lead in assigned projects and assignments.
- Independently drafts complex HR correspondence on employment practices.
- May serve as a back-up on management and leadership functions within the HR division.
- May plan, assign, and/or supervise the work of others and assist in or independently evaluate and assess subordinate performance.
- May assist with Benefits Programs and HR Initiatives.
- May attend career fairs and recruiting events on behalf of TDEM to develop and source a pool of qualified candidates for open positions.
- Maintains confidentiality of HR documents, personnel matters and discussions.
- This position is a security-sensitive position. The individual in this position is required to handle Protected Health Information (PHI) as defined by HIPAA regulations. The individual is required to handle PHI in accordance with A&M System policy and is further required to complete HIPAA training as a condition of employment, within a reasonable timeframe after the individual's employment, and on an as needed basis thereafter.
- Face-to-face and person-to-person interactions are required.
- Maintains a regular course of attendance during authorized work schedule and work extended hours when needed.
- Ability to travel up to 10%.
- Performs related work as assigned.

MINIMUM QUALIFICATIONS:Education - Bachelor's degree in an applicable field or equivalent combination of applicable education and experience.
Experience - Seven (7) years of work experience in positions performing progressive human resources management or applicable functions.
PREFERRED QUALIFICATIONS:- Bachelor's degree in Human Resources.
- Experience working for a state agency or institution of higher education.
- HR related experience, HR college course work or an HR certification.
*Additional work experience or the type described above may be substituted for the education requirement on a year-for-year basis. Thirty (30) semester hours is equivalent to one (1) year of experience A completed advanced degree may also be substituted in lieu of work experience.
KNOWLEDGE, SKILLS AND ABILITIES: - Advanced knowledge and application of Human Resources Management principles.
- Advanced knowledge of the fundamental principles for the employee lifecycle from recruiting and onboarding to development, compensation, benefits and offboarding.
- Advanced knowledge of state and federal laws to include Fair Labor Standards Act (FLSA), Family and Medical Leave Act (FMLA), Americans with Disabilities Act (ADA) and HIPAA provisions.
- Knowledge of Talent Management, Benefits and Leave, Employee Relations, Performance Management and Compliance.
- Emerging knowledge of TDEM Human Resources operations and oversight.
- Ability to deliver work independently and/or organize and direct the work of others.
- Ability to rapidly assimilate information related to TDEM, TAMUS, state, and federal regulations, legislation, guidelines, processes, policies, and procedures.
- Ability to analyze problems, identify causative factors, and apply actions to effectively resolve current, and prevent recurrences of problem conditions.
- Must demonstrate an ability to responsibly manage sensitive and confidential information, and situations, and adhere to applicable laws/statutes/policies related to access, maintenance, and dissemination of information.

- Proficient in using a computer, Microsoft Suite and HR related applications.
- Proficiency in TAMUS human resources management systems (Workday, Business Objects, First Advantage and Guardian).
- Proficiency in the Docusign processes and Workday business processes.
- Ability to evaluate HR processes and recommend improvements that strengthen service delivery, compliance, consistency, and operational efficiency.
- Ability to collaborate across HR functional areas to support integrated talent management, benefits and leave, compliance, and HR operations initiatives.
- Ability to execute critical thinking when analyzing situations.
- Ability to communicate with tact and diplomacy.
- Ability to comply with safety standards and best practices.
REGISTRATION, CERTIFICATION OR LICENSURE:Complete and obtain certification in IS-100, IS-200, IS-700, and IS-800 FEMA courses within twelve (12) months of employment and any other training as determined.
