About the Role

Axis is hiring a hands-on, strategic HR Manager to power our growing industrial services operation. You'll be the trusted HR partner to Operations leadership - supporting day-to-day execution while shaping workforce strategy across multiple regions, customer sites, and remote project locations.

Oversee hiring and compliance efforts to staff refineries, turnarounds, and craft labor sites - mobilizing crews fast, resolving issues in real time, and keeping us compliant with the alphabet soup of industry requirements (Safety Councils, DISA, DOT/PHMSA, NCCER, customer onboarding portals, and more). Support, develop and manage 3-5 employees in the HR Department.

What You'll Do

Be the HR Engine for Operations
  • Partner with Operations leadership on workforce planning, staffing, retention, and org changes.
  • Mobilize crews fast for outages, turnarounds, and project-based staffing surges.
  • Travel to jobsites for onboarding events, investigations, and employee meetings - you'll see the work, not just hear about it.

Own Employee Relations
  • Be the first call for field employees and managers on HR issues, conflict, and policy questions.
  • Lead thorough, fair investigations into complaints, grievances, and disciplinary matters.
  • Coach managers on engagement, accountability, and difficult conversations.
  • Build training on harassment prevention, conflict management, and workplace behavior.

Drive Compliance & Site-Readiness
  • Track and manage Safety Council credentials, drug testing programs, DISA, DOT/PHMSA, NCCER, and customer-specific onboarding requirements.
  • Make sure every employee is fully compliant and site-ready before they mobilize - zero surprises at the gate.
  • Oversee the coordination of compliance training and required certifications across the workforce. Assist with scheduling from time to time.

Administrator - Benefits & Leave
  • Support employees through enrollment, life events, and benefit questions across medical, dental, vision, 401(k), disability, and life.
  • Manage the open enrollment and renewal process.
  • Manage FMLA, ADA accommodations, workers' comp, and return-to-work cases end-to-end.
  • Partner with brokers and vendors to resolve issues quickly.

Bridge the Language Gap
  • Deliver HR support in Spanish and English - translations, investigations, training, and one-on-one conversations.

What You Bring
  • 10+ years of progressive HR experience with deep employee relations chops.
  • Bilingual fluency in Spanish and English - REQUIRED, not nice-to-have.
  • Direct experience supporting blue-collar, field-based workforces - refinery, construction, turnaround, or craft labor environments strongly preferred.
  • Working knowledge of Safety Councils, DISA, DOT/PHMSA, NCCER, and contractor compliance platforms.
  • Strong command of federal and state employment law and HR best practices.
  • Cool head under pressure - you handle sensitive situations with discretion and integrity.
  • Sharp problem-solving, sound judgment, and the credibility to influence at every level - from the field crew to the C-suite.
  • Excellent communicator who's equally comfortable in a trailer office and a boardroom.

What the Work Looks Like
  • Mostly office-based with prolonged periods at a desk and computer.
  • Regular travel to remote jobsites - expect standing, walking, lifting, kneeling, crouching, and bending while on site.
