Job DescriptionSUMMARY
• The Head of Technology Policy Oversight is a senior second-line risk leader responsible for the governance, management, and modernization of enterprise technology-related policies and standards. This leader ensures requirements are risk-based, measurable, enforceable, and supported by evidence demonstrating effective execution, monitoring, reporting, and escalation.
• This executive leads policy governance across technology, information security, physical security, data protection and privacy, and enterprise resilience. Partnering across the first and second lines, Legal, Regulatory Relations, and Enterprise Policy Management, the leader translates regulatory obligations and risk strategy into practical policy, implementation, and oversight outcomes.
JOB DESCRIPTION
Policy Governance, Change Control & Compliance
• Ensure compliance with Enterprise Policy Requirements and maintain effective governance over Technology Risk Oversight-owned policies and standards.
• Lead the full policy lifecycle, including development, approval, implementation, exception management, change control, and retirement.
• Maintain traceability between regulatory obligations, policy requirements, controls, metrics, evidence, reporting, and escalation processes.
• Assess policy changes for regulatory, operational, technology, and control impacts, ensuring readiness for stakeholder and committee review.
Executive Governance & Stakeholder Leadership
• Prepare and present policy matters to executive governance and oversight committees.
• Build strong partnerships across Technology, Information Security Services, business lines, Risk Management & Compliance, Legal, Audit, and regulatory stakeholders.
• Resolve complex cross-functional ownership, coverage, and implementation challenges while communicating decisions with clarity and credibility.
Team & Operating Model Leadership
• Lead, develop, and retain a high-performing team of policy, risk, compliance, and program management professionals.
• Establish clear priorities, accountability, service standards, and escalation paths while leveraging data, automation, and reporting to improve efficiency and transparency.
BASIC QUALIFICATIONS
• Bachelor's degree in a related field, or equivalent experience.
• 10 or more years of progressively responsible experience in technology risk, policy governance, compliance, cybersecurity, operational risk or a related discipline within a complex regulated organization.
• Demonstrated experience leading an enterprise risk, governance or policy function and influencing senior executives across organizational boundaries.
• Deep expertise in policy lifecycle management, regulatory mapping, risk and control design, governance, compliance monitoring, and exception management.
• Proven ability to translate complex regulatory, risk and technical concepts into clear management direction and measurable operating requirements.
• Experience leading teams through change while maintaining strong execution, governance and stakeholder confidence.
PREFERRED SKILLS AND EXPERIENCES
• Master's degree, JD, MBA or relevant advanced professional certification.
• Experience in financial services or another highly regulated industry and direct engagement with regulators, audit or executive risk committees.
• Working knowledge across technology, cybersecurity, resilience, physical security, data protection and privacy policy domains.
• Exceptional executive communication, negotiation, judgment and stakeholder-management skills.
• Demonstrated success simplifying complex policy environments without weakening risk coverage or accountability.
WHAT SUCCESS LOOKS LIKE
First 30 Days Build relationships with key stakeholders; assess policy inventory, governance processes, and near-term priorities.
First 60 Days Evaluate the operating model, talent, processes, data, and controls; identify risks, opportunities, and improvement priorities.
Beyond 90 Days Demonstrate sustained governance effectiveness, reduced complexity, enhanced transparency, and proactive management of emerging risks.
LOCATION
• The role requires working onsite at a U.S. Bank office location three (3) or more days per week.

The salary range reflects figures based on the primary location, which is listed first. The actual range for the role may differ based on the location of the role. In addition to salary, U.S. Bank offers a comprehensive benefits package, including incentive and recognition programs, equity stock purchase 401(k) contribution and pension (all benefits are subject to eligibility requirements). Pay Range: $170,255.00 - $200,300.00
