POSITION:
The New Jersey Turnpike Authority is seeking applications for a HCMS Business Analyst position in the ITS department located at Woodbridge, NJ headquarters.
Works under the general direction of the Deputy Chief Information Officer.
This position supports the implementation and ongoing sustainment of a Human Capital Management System (HCMS). This role serves as a key liaison between business stakeholders and the project team, ensuring the Human Resources and Finance Departments processes are accurately translated into system functionality. The HCMS Business Analyst will ensure functionality, stability, security, and expandability of the Authority's Business Administration Services environment, which commensurate with the Authority's goals and requirements
RESPONSIBILITIES:
1. Serve as a Super User, providing hands-on support, guidance, and expertise to end users throughout implementation, go-live, and post-go-live.
2. Coordinate with departments and business stakeholders to gather, document, assess and validate functional requirements.
3. Translate business needs into clear functional specifications and user cases.
4. Support process mapping, gap analysis, and solution design activities.
5. Ensure alignment between business processes and system capabilities.
6. Act as a functional Subject Matter Expert (SME) broadly across HCMS modules.
7. Collaborate with functional leads and SMEs, who bring depth in their respective environments.
8. Support configuration validation and ensure requirements are accurately reflected in the system.
9. Assist with data validation, migration support, and integration coordination.
10. Develop and execute test scenarios, test data sets and scripts across all testing cycles.
11. Drive all aspects of test planning and execution related to user acceptance testing (UAT).
12. Identify and document concerns and support resolution with technical teams.
13. Validate system functionality prior to deployment.
14. Serve as a primary point of contact for end-user support and issue resolution.
15. Develop functional expertise across all in-scope HCMS modules.
16. Assist in developing training materials and delivering training sessions.
17. Provide "hyper care" support following go-live to ensure smooth transition.
18. Identify opportunities to enhance system functionality.
19. Support system updates and enhancements.
20. Maintain documentation including process flows, job aids, and user guides.

MINIMUM QUALIFICATIONS:
1. Bachelor's degree in Business, Information Systems, or related field.
2. Four (4) years of experience in business analysis, HR systems, or HCMS implementations.
3. Hands-on experience with HCMS platforms, Workday, preferred.
4. Strong understanding of HR processes and data structures.
5. Experience driving/leading UAT and working with cross-functional teams.
6. Experience supporting an HCMS implementation, system deployment, or large-scale enhancement, or demonstrated experience serving as a functional SME / Super User in a live HCMS environment with significant system ownership.
7. Familiarity with Agile or hybrid delivery methodologies.
8. Experience with data migration, reporting, or integrations.
9. Experience in requirements gathering & documentation.
10. HCMS functional expertise, training & user support.
11. Knowledgeable in testing & defect management.
12. Must have a valid New Jersey driver's license.

This position is represented by IFPTE Local 200. This position is eligible for flextime hours upon meeting the requirements outlined in the Authority's policy and at the Authority's ultimate discretion. Additionally, this position is eligible for telework upon meeting the requirements outlined in the Authority's policy, such as performance expectations and applicable waiting periods, and at the Authority's ultimate discretion. Flex time and Telework are not guaranteed. Local 200 members will receive an annual increment (PIP) to their base salary per the guidelines of the CBA
