Opportunity:
CACI is seeking an HCM Test Automation & Quality Engineer to ensure the quality, reliability, and compliance of the Oracle Fusion Cloud HCM platform being deployed across the federal government as part of the HCM modernization program. This platform supports pay, benefits, and career management for federal civilian employees across multiple agencies, leaving zero room for defects in production. In this role, you will design and execute comprehensive test strategies—including functional, integration, regression, performance, security, accessibility, and user acceptance testing—within a SAFe Agile continuous testing framework. You will build automated test suites, execute parallel payroll validation, ensure Section 508 accessibility compliance, and coordinate UAT with agency stakeholders. Every Oracle quarterly update, every agency migration wave, and every integration endpoint must be fully validated before reaching production. The role is remote, with preference for candidates located in the DMV area.

Responsibilities:

  • Design, develop, and execute comprehensive test strategies and plans across functional, system integration (SIT), regression, performance, security, data migration, and UAT testing for Oracle Fusion Cloud HCM.
  • Build and maintain automated test suites using OATS, Selenium, or equivalent tools to support continuous regression testing within a SAFe Agile environment.
  • Execute parallel payroll validation by comparing Oracle Fusion Cloud HCM payroll results against legacy system outputs; document and resolve all variances prior to production cutover.
  • Perform Section 508 accessibility testing to ensure the platform meets WCAG 2.1 AA standards and supports federal employees using assistive technologies.
  • Coordinate UAT activities with agency stakeholders, including scenario development, tester training, defect triage, and signoff tracking for each agency transition wave.
  • Design and execute performance and load testing to confirm the HCM platform meets required response time and throughput under peak federal workforce transaction volumes.
  • Implement defect management processes using JIRA or equivalent tools, including severity classification, root cause analysis, and trend reporting.
  • Test integration interfaces with EHRI, eOPF, USA Staffing, payroll providers, Employee Express, MyPay, and other federal systems to validate accurate endtoend data flow and proper error handling.
  • Validate Oracle quarterly updates by executing targeted regression suites to ensure configuration and integration stability.
  • Participate in SAFe Agile ceremonies, contributing to sprint planning, definition of done criteria, and continuous testing improvements.
  • Develop and maintain test documentation including test plans, test cases, traceability matrices, and test execution summary reports.
  • Operate with significant independence to analyze and resolve complex functional and technical issues; mentor less experienced team members and serve as a programwide technical resource.
  • Lead small work efforts and technical initiatives, conduct technical reviews, and guide junior consultants on Oracle Fusion Cloud HCM best practices and solution approaches.

  • 7+ years of experience in software QA, test engineering, or test automation for enterprise applications.
  • 5+ years of handson experience with automation tools such as Selenium, OATS, Tricentis Tosca, or equivalent.
  • Experience with functional, integration, regression, and performance testing for cloudbased enterprise applications, preferably Oracle Fusion Cloud or Oracle ERP Cloud.
  • Proficiency with defect and test management tools such as JIRA, HP ALM, or Azure DevOps Test Plans.
  • Strong understanding of SAFe Agile continuous testing practices, including testdriven development and shiftleft strategies.
  • Experience coordinating UAT activities, including test planning, execution support, and defect triage.
  • Excellent analytical and communication skills for documenting results and communicating quality status to technical and nontechnical audiences.

Desired:

  • 8+ years of testing experience with at least one largescale Oracle Fusion Cloud HCM or Oracle ERP Cloud implementation.
  • ISTQB Foundation or Advanced certification.
  • Experience with performance testing tools such as JMeter, Gatling, or Oracle Load Testing.
  • Experience performing Section 508 accessibility testing using ANDI, axe, or JAWS.
  • Knowledge of federal HR processes including payroll, benefits administration, and personnel action workflows.
  • Experience with parallel payroll validation methodologies and automated payroll comparison testing.
  • Scripting skills in Python, JavaScript, or Groovy for automation and data generation.
  • Experience with Oracle Cloud technologies including Oracle Integration Cloud (OIC) or Oracle Cloud Infrastructure (OCI) in enterprise HCM or ERP environments
