What You Will Do: We are seeking an experienced Associate Director, Data & Process Modernization, to lead a transformative federal Human Capital Management (HCM) modernization initiative supporting a large Federal agency. This executive-level role will oversee the design, implementation, and adoption of enterprise human capital data products, governance frameworks, integration architectures, and business process modernization efforts.
The Associate Director will serve as a key advisor to federal executives, HR leadership, IT organizations, and mission-area stakeholders while guiding multidisciplinary teams across data engineering, enterprise architecture, data governance, change management, and HR modernization disciplines.
Key Responsibilities:Strategic Leadership
- Lead enterprise-wide data and process modernization initiatives supporting federal HCM transformation.
- Establish vision, roadmap, governance models, and operating frameworks for HCM data and analytics.
- Advise senior executives on modernization strategy, organizational readiness, governance, and business transformation.
- Serve as the primary interface between business, HR, technology, security, and data stakeholders.
Data Strategy & Governance
- Establish and operate enterprise data governance frameworks.
- Define and implement data products, ownership models, stewardship processes, and data contracts.
- Lead development of enterprise metadata management, lineage, cataloging, quality, and security strategies.
- Oversee implementation of federated governance and data operating models.
Data Architecture & Modernization
- Aid in design and implementation of cloud-based data platforms, Lakehouse architectures, and enterprise analytics solutions.
- Guide modernization of legacy HR, payroll, workforce, and personnel systems.
- Oversee enterprise API adoption, data integration patterns, master data management, and system interoperability initiatives.
Process Transformation
- Evaluate current-state HR and business processes.
- Lead process reengineering initiatives aligned with HCM 2.0 modernization goals.
- Define target-state business processes, SOPs, governance controls, and service delivery models.
- Drive adoption of standardized enterprise processes and operational excellence frameworks.
Program Leadership
- Lead multidisciplinary teams of architects, data engineers, analysts, HR specialists, governance professionals, and change management practitioners.
- Manage executive reporting, performance metrics, risk management, issue escalation, and stakeholder communications.
- Ensure alignment with federal security, privacy, and compliance requirements.
- Support acquisition strategy, solution planning, and technology decision-making activities.
What You Will Need:- Ten (10+) years of overall work experience.
- Bachelor's degree from an accredited university.
- Experience leading enterprise data, analytics, business transformation, or technology modernization programs.
- Experience managing large federal government programs.
- Experience working with federal HR, workforce, financial, payroll, or ERP modernization programs.
