Full Job Description
GIS Specialist III
Department: Engineering
Employment Type: Full Time
Location: Charlotte, NC
Reporting To: Iris Troiano
Description
JSI invites you to join our team as a GIS Specialist III on our Engineering team in our Charlotte, NC office, where you'll play a critical role in advancing broadband and telecommunications initiatives that expand connectivity and drive digital inclusion-while advancing your career within a mission-driven, growth-focused organization.
Position Overview: As a GIS Specialist III, you will carry senior GIS work across large-scale fiber projects: feature schema and geodatabase design, design-standard alignment, data migration, and production deliverables from permitting through construction and lifecycle. You will work in an Esri environment that is moving from hosted feature layers toward enterprise geodatabase practices, including versioning, attribute rules, and automated workflows. The role calls for someone who already understands OSP across design, permitting, and construction, and who can turn that process knowledge into durable layers, attributes, topology, and publish-ready products. You will also raise the work of GIS Specialist I and II staff on both design-focused QC and production packages.
Responsibilities
Lead GIS efforts for large-scale fiber projects, overseeing strategic planning, design, permitting, construction, and lifecycle management.
Design and implement advanced geoprocessing tools, dashboards, and workflows that optimize efficiency, ensure accurate spatial analysis, and integrate fiber engineering principles.
Collaborate with OSP Management, engineering teams, and clients to resolve complex, high-impact GIS challenges under time-sensitive conditions.
Mentor GIS Specialist I and II staff, and support region-wide training initiatives.
Oversee and enforce rigorous QC/QA protocols across GIS deliverables, ensuring geometric accuracy, data integrity, and compliance with organizational standards.
Coordinate cross-departmental GIS initiatives, introducing innovative solutions and fostering integration between engineering, implementation, and management teams.
Qualifications
Required Qualifications:
Design, update, and govern GIS feature layer schemas ensuring design guidelines remain compatible with domains, attributes, topology, and attribute rules across clients and project types.
Apply versioning and enterprise geodatabase practices to editing workflows, database structure, automation, and the use of hosted and enterprise layers together.
Plan and execute spatial data migrations between schemas, hosted layers, and enterprise environments, with QC that preserves geometry, attributes, and relationships.
Perform and review design-side GIS work: feature data QC, spatial analysis, and checks that geometry and attributes meet design standards and topological rules.
Produce and review production deliverables, including permitting maps and prints, construction plans, portal project packages, and dashboards that satisfy internal teams and external parties.
Work with OSP management, design, permitting, construction, and clients to resolve high-impact GIS issues on active, time-sensitive projects.
Set QC/QA expectations for geometric accuracy, attribute integrity, and compliance, and guide GIS Specialist I and II staff so design QC, publishing, and project packages can proceed with sound technical judgment.
Preferred Qualifications:
Master's degree in GIS or Engineering, with 8+ years of GIS and 5+ years of OSP experience is preferred.
Experience with enterprise geodatabase design, versioning, and attribute rules; PostgreSQL/PostGIS or similar enterprise spatial database experience.
Familiarity with automation or AI-assisted geospatial workflows.
