Job Summary
The GIS Developer/Analyst will develop and support GIS applications, enterprise GIS servers, and mapping services. The role focuses on implementing and maintaining enterprise GIS environments, publishing and managing map and feature services, automating server administration tasks, and supporting GIS application integrations. The developer will collaborate with IT teams, management, business stakeholders, and vendors to analyze requirements, document changes, test solutions, troubleshoot issues, and deliver effective GIS capabilities. The position also involves enterprise GIS environment builds, server configuration, security integration, portal administration, performance monitoring, backup and disaster recovery planning, and technical documentation.
Key Responsibilities
• Develop, implement, and support GIS applications, enterprise GIS servers, and mapping services.
• Analyze, document, and test changes to the GIS application environment in collaboration with IT teams, business stakeholders, and vendors.
• Author, modify, and publish map and feature services using ArcGIS Pro and ArcGIS Enterprise/Server.
• Administer and configure Windows Server environments supporting enterprise GIS applications.
• Develop Python tools and PowerShell scripts to automate GIS administration, server validation, configuration, and maintenance tasks.
• Configure DNS, F5, ports, and firewall rules in coordination with Network and Security teams.
• Create PowerShell scripts to validate server specifications, establish folder structures, configure administrative privileges, and automate enterprise GIS builds.
• Configure Esri PowerShell Desired State Configuration (DSC) components on ArcGIS Portal servers.
• Prepare GIS installers, licenses, and service packs, and execute enterprise GIS installation processes.
• Build and support standalone ArcGIS servers, batch servers, and integration servers.
• Configure SAML integration and enterprise login for internal and external access.
• Apply Esri patches and monitor ArcGIS Portal health and performance.
• Configure ArcGIS Monitor to track portal server performance.
• Develop and maintain ArcGIS Portal backup and disaster recovery strategies.
• Administer ArcGIS Portal users, groups, access permissions, and related resources.
• Publish map services and ensure portal items follow established best practices.
• Maintain an inventory of portal resources and document dependencies with other applications.
• Establish Oracle and PostgreSQL database connections and perform related database administration tasks.
• Configure authentication and single sign-on access for ArcGIS Portal, web GIS applications, and ArcGIS Pro.
• Maintain technical documentation, including APART information, WAM-Z requests, and DSS processes.
• Configure ArcGIS Pro and custom ArcGIS Pro add-in installers for distribution through the organization's software center.
• Document user requirements and develop solutions that address business objectives.
Required Qualifications
• Bachelor's degree in Computer Science, GIS, Software Engineering, or a related field.
• At least three years of experience in GIS application development, GIS server management, or GIS technical support.
• Experience with C#, Java, or another object-oriented programming language.
• Experience with Windows Server administration and configuration.
• Hands-on experience with Python programming.
• Working experience with Esri .NET SDK or Java SDK.
• Experience authoring, modifying, and publishing map and feature services in an enterprise GIS environment using ArcGIS Pro and ArcGIS Server/Enterprise.
• Knowledge of Esri REST API.
• Experience with PowerShell scripting.
• Strong analytical and methodical problem-solving skills, with attention to detail.
• Strong written and verbal communication and interpersonal skills.
• Ability to manage production support and project activities simultaneously.
• Ability to collaborate effectively with IT teams, business stakeholders, and vendors while working with limited direct supervision.
• Willingness to learn new skills and adapt to evolving technologies and solutions.
Preferred Qualifications
• Knowledge of Esri Workflow Manager.
• Experience in the utility industry.
• Experience with Utility Network and UPDM.
• Experience with Oracle, including Oracle Spatial.
• Experience with JavaScript, TypeScript, and Angular.
• Working knowledge of the Esri JavaScript API.
• Experience with ArcGIS Server administration.
• Experience with ArcGIS Online (AGOL) administration.
