Position Description

JOB PURPOSE

The General Manager oversees all aspects of Cleveland Barricading functions, including estimating, project management, and operations. The General Manager is responsible for the profitability of the business and provides strategic leadership to drive operational excellence, customer satisfaction, and sustainable business growth.

DUTIES & RESPONSIBILITIES

  • Promote a culture of safety, quality, operational excellence, continuous improvement, and the company's core values
  • Planning
    • Maintain long-term forecast of contracting work opportunities
    • Anticipate and proactively participates in problem resolution
    • Assist and support the business plan for growth and profitability
    • Monitor market trends, customer needs, and competitive activity to identify new business opportunities
  • Management
    • Oversee estimating, project management, and field operations
    • Schedule and lead monthly staff meetings with Management
    • Manage budgeting, forecasting, billing, collections, and cost control for sales, rentals, and contracting work
    • Identify and negotiate contract modifications and change orders
    • Manage major purchases while maintaining cost efficiency
    • Review project performance and participate in cost-to-complete analyses as appropriate
    • Maintain ODOT pre-qualification on an annual basis
    • Oversee operational compliance with federal, state, and local specifications
    • Participate in pre-job planning and labor meetings as required
    • Communicate with statewide associations regarding specification changes and equipment requirements
    • Build and maintain strong relationships with customers, contractors, vendors, consultants, and industry partners to expand sales, rentals, and contract work opportunities
  • Leadership
    • Lead by example by conducting all business with the highest standards of safety, professionalism, integrity, and ethical conduct
    • Lead, coach, and develop employees, including foremen maximizing performance and engagement
    • Drive continuous improvement by implementing new processes, technologies, and industry best practices
    • Establish and maintain performance expectations and accountability f employees accountable for achieving business objectives
  • Safety
    • Partner with the Safety Department to maintain required training, certifications, and qualifications for all traffic control operations
    • Support and ensure compliance with all facets of the safety program, and regulatory requirements

QUALIFICATIONS

  • EDUCATION:
    • Bachelor's Degree in Construction Management, Business, or related field preferred
      • Educational equivalent or related work experience may be excepted in lieu of a degree
    • Professional Certification
      • Successfully complete OSHA 30-Hour General Industry (29 CFR 1910) and Construction (29 CFR 1926) training within the first six months of employment
EXPERIENCE

  • Minimum of five years of experience in heavy civil construction or related field
  • Minimum of five years of experience managing people preferred
  • Minimum of three years of experience in traffic control preferred

  • Proficient in Microsoft Office Suite, P6, and Viewpoint software
  • Knowledge of Great Lakes policies and procedures, including GLOSS

POSITION TYPE/EXPECTED HOURS OF WORK

This is a full-time position, and the work week for employees is normally considered 40 hours Monday through Friday. Flexibility is required to support time-sensitive issues as they arise. However, greater emphasis is placed on meeting the responsibilities assigned to this position.

WORK ENVIRONMENT

The majority of the work is performed in a non-smoking office. The work primarily takes place indoors. However, there may be outdoor fieldwork and travel, which could be a significant part of the role. Depending on the project, department, or business demands, overnight stays may be expected.
