Quantum Sky is searching for a Functional Area Analyst IV to take on a role as part of a team providing support to the Office of the Secretary of War, Cost Assessment and Program Evaluation (CAPE), Joint Data Support (JDS) for embedded support to OSW-Policy/SOLIC as described below. This position is located at the Mark Center, Alexandria, VA and may require travel to/rotational duty at the Pentagon and other offices in the National Capital Region. The successful candidate must have a strong work ethic, be a team player, be able to work independently, and demonstrate excellent oral and written communications skills.  The individual must work well in a team environment with other government and contractor analysts, possess strong analytic and technical skills, and customer service abilities.

 

As a member of the PPBE Support to Policy/SOLIC team, the employee shall develop tools and processes to provide integral support in the capability development and integration of solutions and the conceptualization, design, development, testing, verification and validation, documentation, and implementation of modeling and simulation based decision support system applications. Exercise independent judgment in developing methods, techniques and evaluation criteria for obtaining results.

 

Responsibilities: 

  • Cross-Departmental Analytic Support: Planning, Programming, Budgeting, and Execution Support.
  • Support to the PPBE process for Policy programs of interest. Current programs of interest include Combating Terrorism; Service Support to Special Operations Forces; and SOF forces, equipment, manning, and training.
  • Develop and maintain a systemic and repeatable transformation routine for all data products and document/automate the transformations using advanced data tools and techniques when data products are developed. Transforming data includes moving data from data models into the report ready formats.
Qualifications

Required:

  • Bachelor’s degree
  • A minimum of ten (10) years of experience related to one or more of the following areas:
    • Military or operations research-related field (e.g., U.S. current military operations, munitions, readiness, and deployment routines covering air/space, ground, special operations, and maritime domains)
    • Planning, Programming, Budgeting, and Execution (PPBE)
  • A minimum of ten (10) years of experience working with DOD stakeholders to collect, maintain, and refine complex datasets.
  • Adeptness in interfacing with clients and demonstrated expertise in Structured Query Language (SQL).
  • Technically proficient with Microsoft Office suite.
  • Initiative and ability to work with minimal supervision.
  • Experience with customer relationship management.
  • Demonstrated abilities to develop papers and present briefings.
  • Issue resolution skills.
  • Experience handling classified materials.

Clearance: Active Top Secret with SCI clearance

 

Location: Mark Center, Alexandria, VA w/ some travel to the Pentagon as needed
