Job Title: Foreign Military Sales (FMS) Case Manager

Position Overview: Altus Engineering is seeking an experienced Foreign Military Sales (FMS) Case Manager to support the Joint Technical Coordinating Group for Munitions Effectiveness (JTCG/ME) Program Office at Aberdeen Proving Ground. You will support FMS case development and execution, coordinate international customer requirements, and track funding, schedules, and deliverables supporting the provision of JTCG/ME products and services to authorized partner nations.
Key Responsibilities:- Support FMS cases throughout their lifecycle, including requirements development, case preparation, implementation, execution, and closure.
- Prepare and coordinate inputs for Letters of Request (LOR), Letters of Offer and Acceptance (LOA), amendments, modifications, and related case documentation.
- Coordinate with Government case managers, security assistance organizations, technical teams, and international stakeholders to clarify requirements and resolve case execution issues.
- Assist with cost estimates, funding requirements, and schedules for software, technical data, training, and other program support.
- Track case funding, expenditures, milestones, deliverables, and outstanding actions; identify risks and recommend corrective actions.
- Coordinate FMS customer requirements for JTCG/ME software tools, updates, supporting data, documentation, and training, working with technical teams and Government disclosure authorities to support approved releases and deliveries.
- Maintain accurate case records, correspondence, tracking tools, and supporting documentation.
- Prepare status reports, briefings, and meeting materials for program leadership and case reviews.
- Support compliance with applicable security assistance policies, foreign disclosure requirements, and Government procedures.
Qualifications/Desired Skills:- Minimum of 5 years of relevant professional experience.
- Direct FMS experience required, including case development, management, or execution.
- Active SECRET security clearance required.
- Bachelor's degree preferred; candidates without a degree who meet the experience requirements are encouraged to apply.
- Working knowledge of the FMS case lifecycle, security assistance processes, and associated documentation.
- Experience tracking program funding, schedules, deliverables, and customer requirements.
- Proficiency with Microsoft Office, particularly Excel, Word, and PowerPoint.
- Ability to manage multiple priorities independently while maintaining accurate and organized records.
- Strong analytical, interpersonal, and written and oral communication skills.
In addition to these skills, we also desire a candidate who has provided previous support or has experience with the following:
- Army program offices or security assistance organizations.
- FMS case management and financial tracking systems.
- Modeling and Simulation software tools and the Software Development Lifecycle
- JTCG/ME or Joint Munitions Effectiveness Manual (JMEM) products.
- Weaponeering, targeting, or vulnerability/lethality analysis.
- Security cooperation training or coursework.
