The Position:

We are seeking a highly analytical and detail-oriented Journeyman Foreign Disclosure Management Analyst to join our team supporting the H-53 variants program at NAS Patuxent River.

In this mid-level role, you will perform technical and policy analysis to enable secure international cooperation, Foreign Military Sales (FMS), and collaborative engineering initiatives.

You will review cross-functional program documentation, author technology transfer frameworks, and ensure that all foreign national access and information sharing strictly adhere to Department of the Navy (DoN) and U.S. government disclosure regulations.

Responsibilities:

• Provide comprehensive analysis to support official disclosure decisions for FMS cases, International Cooperative Programs, and foreign national access to secure Information Technology systems.
• Perform rigorous reviews of program documentation, technical data, and engineering packages prior to release to foreign governments. Coordinate multi-disciplinary engineering reviews to verify data eligibility.
• Author, manage, and staff critical compliance artifacts, including Technology Assessment/Control Plans (TA/CPs), in strict accordance with U.S. government technology transfer policy.
• Provide technical analysis to assist defense industry partners with the development of export licenses and Technical Assistance Agreements (TAAs). Assist in monitoring and tracking Committee for Foreign Investment in the United States (CFIUS) cases.
• Continuously monitor program adherence to existing U.S. government international security policies. Develop required security and compliance documentation for future phases of international acquisition programs.
• Oversee the data tracking, archival quality control, and management workflows for foreign national visits. Develop and deliver International Programs Security training and awareness briefs to program office staff.
• Serve as an operational point of contact to investigate and resolve complex disclosure questions, data spills, or compliance issues.

Qualifications:

• Must possess or be able to obtain a Department of Defense (DoD) Secret Security Clearance to access the airfield and military installation.
• Bachelor of Arts (BA) or Bachelor of Science (BS) degree from an accredited institution.
• 3 to 10 years of progressive experience in international security cooperation, foreign disclosure, technology transfer, or defense export control performing the functional duties described above.
• Thorough working knowledge of the Security Assistance Management Manual (SAMM), International Traffic in Arms Regulations (ITAR), National Disclosure Policy (NDP-1), and NAVAIR foreign disclosure processes.
• Strong analytical reasoning, precise technical editing and writing capabilities, and the diplomatic communication skills necessary to bridge technical teams, international partners, and government regulatory bodies.
