Under the direction of the Division Chief, Financial Investigations, the Financial Investigations Manager is responsible for leading a team of Financial Investigators in performing background reviews for licensure purposes in a gaming regulatory environment and in accordance with Massachusetts law and regulations. This involves suitability reviews for financial integrity, financial stability, and financial background of casino operators, high-level casino employees, and vendor companies selling products and/or services to casinos in Massachusetts.

Duties and responsibilities include, but are not limited to, the following:
• Provide leadership and guidance to a team of up to five Financial Investigators, including assignment and management of the inventory of cases on a daily basis, oversight and direction of investigative plans, review of written reports on financial suitability, and the prompt escalation of potentially high-risk issues to the Division Chief
• Work collaboratively with Project Manager and State Police counterparts to synchronize investigations and schedule of investigations, assist with the review of investigation protocols and procedures for the various categories of license applications, and implement updated protocols with the Financial Investigations team
• Evaluate compliance of casinos' financial controls with legal and regulatory standards
• Travel as necessary to supervise and/or conduct document reviews and/or interviews pertaining to individual and corporate applicants for licensure

Skills and Qualifications:
• Thorough and detailed understanding of business accounting concepts and methods (PCAOB and AICPA Standards, Generally Accepted Accounting Principles (GAAP), public and private entity reporting and disclosure filings requirements, International Financial Reporting Standards (IFRS), and business tax matters, domestic and foreign)
• Ability to perform advanced-level, specialized financial analysis, including the analysis of corporate structuring of entities, subsidiaries and affiliates involving complex public and privately held companies, both domestic and foreign
• Experience in managing and reviewing financial analysis and written financial reports
• Ability to evaluate impacts of changes to existing debt structures and debt financings
• High level of proficiency with Microsoft Office applications including Outlook, Word, Excel (pivot tables), and PowerPoint

Experience, Education, and Training:

• Bachelor's degree in Accounting or Finance or related field
• Professional certification, (i.e., CPA, CIA, CFA, CFE, CMA) indicating competence in the field of accounting, auditing, tax, banking, or business valuations
• Five to Seven years of experience in an accounting, audit, tax, finance, or regulatory role with exposure to a wide variety of entities and situations

• Previous working experience in a regulatory agency or the casino gaming industry, preferred

• Three years of management or supervisory experience

A successful candidate for this position has passed an extensive background check conducted by the Massachusetts State Police. The background check includes a full credit check, CORI (Criminal Offender Record Information), fingerprinting, drug test, reference checks, review of IRS Income Tax Transcripts for the last four years, and a Certificate of Good Standing from the Massachusetts Department of Revenue (DOR).

The Massachusetts Gaming Commission is responsible for the implementation of the expanded gaming law (Chapter 194 of the Acts of 2011) and regulatory oversight of G.L. chapter 23K (casino gaming), chapter 23N (sports wagering), and chapter 128A (horse racing). Under these laws, the Commission is tasked with establishing a regulatory framework for the solicitation, licensing, taxation, and oversight of a maximum of three casino licenses and one slots parlor only license, the provision of in-person and digital sports wagering, and the live and simulcasting of horse racing in Massachusetts.
