The Finance Director/Treasurer position involves complex professional and difficult administrative work in planning, organizing and directing the financial activities of the Town while maintaining the financial integrity of the department and the Town.
Anticipated Hiring Range: $97629.92 - $124477.15 (Grade 27)Full Benefits Package included ESSENTIAL FUNCTIONS- Analyzes, interprets, and communicates financial information to provide guidance to Town officials and departments, and provides technical support to Town department heads
- Oversees the operation of Treasurer's finance/data processing system, and analyzes and recommends data processing alternatives
- In consultation with the Town Manager, coordinates the preparation of the annual budget and monitors the revenue and expenditure throughout the year to ensure conformance ofthe annual budget
- Coordinates the annual audit and preparation of the Town's Annual Comprehensive Financial Report
- Balances and maintains all Town bank accounts
- Processes taxes, abatements, supplemental tax bills, and quarterly reports
- Prepares cash reports for Town Council and Economic Development Authority
- Negotiates bank investments and makes appropriate wire transfers
- Recommends and monitors the Town's investments
- Tracks and ensurestimely payment of the Town's Debt
- Supervises the billing of the Town's Utilities and maintenance of customer accounts
- Supervises the processing of the Town's Accounts Payable invoices and purchases
- Manages the daily operations of the Town's DMV Select
- Interviews, selects, supervises, evaluates, and disciplines subordinate employees
- Ensures business continuity by delegating or transitioning responsibilities during absences
- Assists in applying for grants and monitors financial progress and compliance with grants awarded to the Town
- Monitors School accounts and takes actions accordingly to ensurecompliance with the Town's annual budget
- Assists the Town's Human Resources Director as needed with the Town's payroll operations to ensure the efficient handling of employees' pay, deductions, and benefit payments
MINIMUM QUALIFICATIONS Education and Experience:Bachelor's degree in accounting, business, finance, public administration or related field is required, with five years' experience in government accounting or an equivalent combination of education, training, and experience
